Level EC-05, NB-09 - The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to an EC-05 in terms of salary range only.

Duties The Economic & Financial Analyst uses knowledge of economic, financial, accounting and auditing principles and practices to assess a variety of economic and financial issues related to the energy industry. With coaching and mentoring from more senior professionals as required, the Economic & Financial Analyst reviews applications filed under the Canada Energy Regulator Act with respect to pipeline facilities, tolls, and other economic, and financial matters and provides advice to Commissioners and staff. The Economic and Financial Analyst performs analysis related to financial regulatory compliance activities, including with respect to the CER’s oversight of pipeline financial resources and abandonment and reclamation funding. The Economic & Financial Analyst is expected to work on several concurrent assignments at any given time. The duties may include acting as a project coordinator on routine applications and projects. Participation in a financial audit team may be required. The Economic & Financial Analyst maintains current knowledge of proposed and approved amendments to the legislation, regulations, guidelines and standards of the CER. There may be a requirement to conduct special studies in areas of concern to the CER within their specific area of expertise. The Economic & Financial Analyst will report to the Director, Tolls and Tariffs Compliance Team, Energy Adjudication Business Unit.

Intent of the process Intent to staff one term position (approximately 3 years). A pool of fully or partially qualified candidates may be created to fill similar positions at the same or lower levels, with varying language requirements, security clearances, conditions of employment, and appointment types (e.g., term, acting, assignment, or permanent). This process may also result in a permanent appointment, even for candidates appointed on a temporary basis.

Important messages This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement. The perks offered may be different than those offered in the greater public service. The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
- Annual performance pay which includes elements of individual performance and corporate performance.
- Annual market allowance which applies only to specified operational positions; the allowance is paid in a single annual payment.
Conditions of employment
- Willingness to undergo, successfully pass and maintain a Reliability Status Check.
- Compliance with the CER’s Code of Conduct is required.
- Must be willing to move within and between business units and teams, based on operational requirements or as individual development needs are identified.
- This position is not eligible for full‑time telework. The successful candidate will be required to work a minimum of four (4) days a week in the office.
- Must be willing and able to travel and to work overtime when required.
You need (essential for the job)
Education Graduation from a recognized university with a degree specializing in a related field such as business administration, commerce or economics,
or other degree related to the duties of the position.
Experience E1. Experience analyzing and interpreting information to develop evidence‑based recommendations and communicating findings through briefings, presentations, and written materials for senior leaders and decision‑makers. E2. Recent and significant work‑related experience working collaboratively in teams to conduct economic or financial analysis. E3. Experience in economics, finance or accounting in the energy industry or another industry that is subject to economic or financial regulation. *Recent experience means within approximately the last five (5) years. **Significant experience is defined as the depth and breadth of experience normally acquired over several years of substantively more progressive and complex responsibilities.
Language requirements (essential for the job)
Asset Qualifications
- AQ1. Post graduate degree from a recognized university or a professional designation (e.g., Chartered Financial Analyst) related to the duties of the position.
- AQ2. Experience conducting financial audits and reporting on findings.
- AQ3. Experience in work related to the regulation of tolls and tariffs.
- AQ4. Experience working in a regulated electricity market.
