The Supervisor, Recreation and Culture is responsible for the leadership and supervision of a variety of recreation, sport, culture, arts, beautification, and community recreation facility related programs, events and initiatives within the Regional Municipality of Wood Buffalo. Working within an assigned portfolio, but providing department support as required, the incumbent provides support to the Manager with planning, development, and implementation of recreation or culture programs and is involved in cultivating and maintaining effective working relationships with internal and external stakeholders.

Leading by example, the Supervisor promotes the Municipality’s cultural competencies of personal accountability, continuous improvement, effective communication, collaboration, excellence in customer service, and support for common goals.
Primary responsibilities for each portfolio include:
Oversees and provides support for the administration of contracts and agreements required for events such as WinterPlay, Santa Claus Parade, Canada Day Parade, Communities in Bloom, and Community Clean Up. Oversees management of multi-sport bids and associated Bid Committees or host societies, where appropriate.
Oversees and provides support for the administration of contracts and agreements required for the Public Art program and Culture program. Implements recommendations from the Heritage Resource Master Plan. Liaises with the Alberta Museums Association to access resources and ensure compliance with museum standards for collection management.
Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Provides direct supervision and leadership ensuring the team is managed fairly and consistently. Works with team to plan and balance workload and verifies work processes are followed and coordinated to ensure service levels. Mentors, coaches, and provides support to staff.
Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on the Municipality’s best practices. Analyzes the effectiveness of programs and makes suggestions for further improvement. Provides input to department business plans, municipal policies, bylaws, and initiatives, to ensure continuous achievement of departmental goals. Develops council reports. Monitors and maintains all program related budgets and assists with preparation of annual budgeting. Develops and maintains relationships to coordinate agreements, contracts, business plans and other related documentation.
Receives customer queries and provides information related to department initiatives. Liaises with internal departments on various capital projects. Negotiates community user-group agreements and oversees management of recreation or culture programming, community facility bookings, community consultations, and collaboration with internal and external resources to achieve optimum service levels. Implements Community Identification System report recommendations, Council approved plans, policies, and relevant directives or procedures.
As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the organization’s Occupational Health and Safety Administrative Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors and the public.
This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
