Description / Responsibilities / Skills Description upgrade Geocortex based GIS applications to the current VertiGIS platform
multi-year effort to upgrade up to 18 business-critical geospatial applications hosted on the GIS Delivery Platform (GDP)
deliver like-for-like upgrades of up to 18 existing Geocortex applications, preserving current functionality while upgrading the underlying technology
ensure continued alignment with GO-ITS standards and service delivery requirements, maintain vendor support, and mitigate risks
support Accessibility for Ontarians with Disabilities Act (AODA) compliance, and deliver an overall improved user experience
resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis
Responsibilities Provide senior technical expertise, project leadership, and coordination of activities in the development, implementation, and maintenance
Leads the technical aspects of projects through all stages of the Systems Development Life Cycle (SDLC)
Demonstrated experience gathering requirements, translating business documents into technical specifications
Recommends and directs the measurement and improvement of tools, techniques, standards, and performance criteria
Provides coaching and direction to junior analysts throughout the project
Guides the feasibility studies and cost-effective analyses of proposed client I⁢ initiatives
Experience developing and deploying solutions to cloud platforms, ideally Azure




Ability to troubleshoot and support incident management and operations
Technical Experience Experience with Esri's ArcGIS Enterprise suite of products e.g., ArcPro SDK, File Geodatabases, ArcGIS Enterprise Portal
like-for-like upgrades of up to 18 existing Geocortex applications
upgraded VertiGIS applications with improved integration with enterprise data, geoprocessing services, and portal technologies

Experience & Skill Set Requirements Technical Experience - 65 Experience with Esri's ArcGIS Enterprise suite of products e.g., ArcPro SDK, File Geodatabases, ArcGIS Enterprise Portal, ArcGIS Notebooks, ArcGIS Server, ArcGIS Image Server, etc.
Experience with Microsoft Azure, GIS infrastructure and networking management and modernization
Knowledge of service-oriented architecture (SOA), microservices, and web services (REST, JSON, AJAX)
Experience with Python, VBA, .Net, C++, C#, SQL, and SDKs
Communication Experience - 30 Experience communicating technical concepts to lay audiences
Experience negotiating / resolving project direction to achieve consensus
Experience collaborating with stakeholders, Business Analysts and project management
Knowledge and understanding of Information Management principles, concepts, policies, and practices.
Experience with development/maintenance of documentation including installation guides and build books.
Ability to gather, review, and provide feedback to business requirements.
IT Public Sector Experience - 5 Experience with projects in the Land and Resources I⁢ Cluster (LRC) or Ontario Government
