We are looking for a Senior Evaluation Services Consultant for our client who meets the following criteria:
Language: English
Security Clearance: Secret
Location of Work: On-site – NDHQ (Carling Campus)
Mandatory requirements:
All security requirements as specified in Annex Security Requirements Checklist (SRCL) must be met at the time of Contract Award.
The Offeror’s proposed resource must hold one (1) academic or professional master’s degree or doctoral degree (PhD) in the following fields of study:
Military Science
International Relations or International Affairs
Management – Human Resources
Public Administration
The Offeror’s proposed resource must have a minimum of ten (10) years’ experience within the last fifteen (15) years providing doctrine development, technical writing, evaluation, performance measurement, or related advisory services. The experience must include all of the following:
Drafting, revising, validating, standardizing, or maintaining doctrine, policies, manuals, frameworks, guidance, or equivalent institutional documentation in accordance with established standards, governance requirements, or publication frameworks;
Developing or conducting program, policy, doctrine, framework, or initiative evaluations;
Developing performance measurement frameworks, logic models, indicators, assessment tools, or results-based management approaches; and
Conducting qualitative and/or quantitative analysis in support of organizational accountability, decision-making, modernization initiatives, or continuous improvement activities.
The Offeror’s proposed resource must have experience leading and completing a minimum of three (3) mixed-method (qualitative and quantitative) evaluation projects within a complex organizational workplace within the last ten (10) years.
A complex organizational environment includes a minimum of two (2) of the following characteristics:
Scope: Spanning more than five (5) divisions, branches, subordinate organizations, or functional areas.
Scale: Workforce, user base, or beneficiary population of a minimum of 10,000 and a national, international, or multi-jurisdictional footprint.
Governance and Policy: Regulated programs, enterprise governance structures, or gated decision-making processes.
Stakeholders: a minimum of three (3) external stakeholders or internal stakeholders with differing roles, and interests or accountabilities
For the project experience to qualify, the proposed resource must have led the design, execution, and analysis of qualitative and quantitative data used to assess effectiveness, relevance, or performance.
The Offeror’s proposed resource must have designed and completed the applied validation and quality assurance mechanisms on a minimum of three (3) evaluation projects within the last ten (10) years to ensure the credibility, reliability, and defensibility of evaluation methodologies, findings, and recommendations.
For the experience to qualify, the proposed resource must have had primary responsibility for planning, coordinating,
or leading validation and quality assurance activities within each project.
For the project experience to qualify, it must include the following:
Approach: Design and application of a structured validation or quality assurance mechanism that includes peer review, internal expert validation, governance or oversight challenge, or structured stakeholder or subject‑matter expert validation processes.
Evaluation Lifecycle Management: Determination and management the stages at which validation or quality assurance activities occur; This includes methodology, preliminary findings, final findings, and recommendations.
Feedback Integration: Incorporating validation or quality assurance feedback into final evaluation methodologies, findings, and/or recommendations, demonstrating how feedback informed or resulted in changes to evaluation outputs.
The Offeror’s proposed resource must have experience leading or authoring evaluation governance documentation, including evaluation terms of reference or equivalent governance instruments, on a minimum of three (3) evaluation projects within the last ten (10) years.
For the experience to quality:
It must include authoring formal evaluation governance instruments that establish at least two (2) of the following:
roles and responsibilities of evaluators and oversight bodies;
decision making authorities and approval points;
oversight, review, or accountability mechanisms; and
evaluation standards, expectations, or governance requirements.
AND
Each evaluation project must have operated within a defined governance structure that includes senior approval authorities, steering committees, oversight or review bodies, challenge functions, or structured decision making and approval processes.
AND
The projects must demonstrate governance complexity, defined as having a minimum of two (2) of the following characteristics:
involvement of multiple internal and/or external stakeholder groups;
evaluation of programs, policies, initiatives, or systems spanning multiple organizational divisions, branches, or subordinate units;
enterprise wide, inter organizational, or inter departmental scope; or
operation within regulated, security constrained, or formal accountability driven environments.
The Offeror’s proposed resource must have experience with a minimum of one (1) evaluation project within the last five (5) years conducting evaluation activities in accordance with Treasury Board evaluation policy instruments and related guidance for the Public Sector.

For the experience to qualify,
It must include a minimum of one (1) of the following evaluation activities:
informing the design or scope of evaluations in accordance with Treasury Board policy requirements;
supporting the assessment of results, relevance, effectiveness, or efficiency using results-based management principles; or
contributing to evidence-based decision‑making, accountability, or reporting processes within federal or comparable public‑sector environments.
AND
It must include the following aspects:
Application of results-based management principles;
Performance measurement; and
Evaluation practices used to support accountability, oversight, and decision‑making within federal departments or similarly governed public‑sector organizations.
The Offeror’s proposed resource must have experience planning, leading, or coordinating stakeholder engagement activities and integrating subject matter expert input into analytical or evaluative work products on a minimum of three (3) evaluation or analytical projects within the last ten (10) years.
For the experience to qualify, stakeholder engagement and subject matter expert integration must have been conducted within a complex organizational environment.
A complex organizational environment is defined as one that includes a minimum of two (2) of the following characteristics:
engagement involving multiple organizational divisions, branches, or subordinate components;
operation within formal governance, oversight, or accountability frameworks;
involvement of multiple stakeholder groups with differing roles, mandates, or accountabilities; or
engagement occurring in regulated, policy constrained, or institutionally governed environments.
The Offeror’s proposed resource must have experience leading the oversight of documentation governance and standardization on a minimum of three (3) completed projects within the last ten (10) years, involving senior level, governance related, or institutionally controlled documentation.
Documentation Governance includes the application of formal controls, standards, and approval processes governing the development, review, validation, and finalization of written products.
Documentation standardization includes the application approved formats, structures, templates, nomenclature, or conventions in accordance with institutional, organizational, or enterprise level requirements.
For the experience to qualify, it must include all the following activities:
applying standardized formats, templates, nomenclature, or structural conventions in accordance with institutional, organizational, or enterprise level requirements;
ensuring traceability and fidelity between source materials and final written products, including alignment with approved policies, authoritative inputs, or formal decisions; and
supporting documentation review, approval, or governance processes, such as review boards, policy authorities, doctrine approval structures, or formal validation and challenge processes.
