Part-Time | Six-Month Fixed-Term Contract

The Court Accompaniment, Referrals, and Education (CARE) Program provides self-identified women aged 18 years and older in Kingston and surrounding areas who have been charged with provincial and/or federal offences, are involved in matters of family law, or are facing other legal challenges with wrap-around support and practical assistance.
The CARE Assistant Program Coordinator will work under the direction of the CARE Program Coordinator to provide client-centered support in accordance with the program's three-pronged approach to wrap-around care:
- Court Support and Accompaniment – including transportation, court accompaniment, and practical support during court appearances.
- Systems Navigation – including referrals, advocacy, service coordination, and assistance navigating legal and community systems.
- Information and Practical Assistance – including access to legal resources, information, education, and seminars offered by Elizabeth Fry Kingston staff and community partners.
Women who are criminalized experience significant levels of vulnerability and discrimination before, during, and after incarceration. Despite well-documented barriers to reintegration and inclusion following incarceration, many women receive limited support to navigate the complex network of legal, social, health, housing, and community resources available to them.
The CARE Assistant Program Coordinator will provide targeted, empathetic, trauma-informed, and client-led support to women throughout their involvement with the legal system. Working collaboratively with the CARE Program Coordinator and other Elizabeth Fry Kingston staff, the successful candidate will assist women in identifying their goals, accessing appropriate resources, strengthening their connections to community supports, and navigating legal and social systems.
In keeping with Elizabeth Fry Kingston's gender-specific, anti-oppressive, feminist, and client-centered philosophies, the CARE Assistant Program Coordinator will contribute to reducing barriers faced by criminalized women and supporting successful community integration.
QUALIFICATIONS
- Post-secondary diploma or degree in Social Sciences, Social Service Work, Social Work, Criminology, Psychology, Community Development, or a related field.
- Minimum of two (2) years of experience working with women involved in the criminal justice system and/or other populations experiencing marginalization.
- Experience providing direct client support, case management, systems navigation, referrals, advocacy, or community-based services.
- Working knowledge of the Ontario Court of Justice, including Criminal Law, Family Law, Bail Court, Mental Health Court, Gladue Court, and Drug Treatment Court, is considered an asset.
- Knowledge of relevant legislation, policies, and systems, including the Criminal Code of Canada, Correctional and Conditional Release Act, Ontario Mental Health Act, National Parole Board policies, and Community Residential Facility Standards, is considered an asset.
- Strong understanding of the intersecting needs and systemic barriers experienced by criminalized women and gender-diverse individuals.
- Demonstrated understanding of anti-oppressive, trauma-informed, feminist, and strengths-based approaches.
- Excellent oral and written communication,
organizational, analytical, and problem-solving skills.
- Ability to work independently while also functioning effectively as part of a multidisciplinary team.
- Ability to maintain professional boundaries and confidentiality.
- An acceptable combination of education, training, and/or experience may be considered in place of some education or experience requirements.
Required
- Valid Ontario Driver's Licence.
- Access to reliable transportation for travel throughout Kingston and to and from Quinte Detention Centre in Napanee.
- Current CPIC/Vulnerable Sector Check.
- Current Standard First Aid and CPR certification.
- Enhanced Government of Canada Security Clearance will be obtained upon hiring.
DUTIES AND RESPONSIBILITIES The CARE Assistant Program Coordinator will assist the CARE Program Coordinator in providing the following services:
1. Court Support and Accompaniment
- Provide practical and emotional support to women navigating the court system.
- Accompany clients to court appearances when appropriate and approved.
- Assist with transportation to court and other relevant appointments.
- Facilitate communication between criminalized women and their legal and community support networks, including lawyers, the Queen's Legal Clinic, family members, social workers, probation and parole officers, community organizations, and sureties.
- Access and print dockets for local bail courts.
- Assist clients in understanding and navigating court-related processes while remaining within the scope of the position and not providing legal advice.
2. Systems Navigation and Referrals
- Complete needs assessments with clients to identify immediate needs, goals, barriers, and available supports.
- Assist clients in developing realistic and achievable plans based on their identified needs.
- Make referrals to appropriate community, government, health, housing, legal, employment, and social service organizations.
- Follow up with clients and service providers as appropriate to support continuity of care.
- Advocate with and alongside clients when appropriate.
- Respond to inquiries about the CARE Program from clients, community partners, agencies, and members of the public by telephone, email, and in person.
- Assist clients in navigating services before, during, and following court involvement or incarceration.
3. Information and Practical Assistance
- Assist the CARE Program Coordinator in facilitating legal education and information sessions through Elizabeth Fry Kingston's Women Empowered (W.E.) Hub.
- Support educational programming focused on legal literacy, communication skills, navigating legal systems, and understanding available resources.
- Assist in coordinating information sessions and seminars with local legal professionals, law students, community organizations, and other partners.
- Provide clients with information and practical resources related to mental health, housing, domestic violence, sexual assault, human trafficking, substance use, employment, financial assistance, and other identified needs.
- Assist with the development and distribution of informational materials, pamphlets, resource guides, and other client resources.
- Design and update CARE Program online and print resources as required.
- Regularly update Elizabeth Fry Kingston's community resource directory for criminalized women in the Greater Kingston Area.
- Remain informed about relevant legislative, procedural, and community service changes that may affect clients and the operation of the CARE Program.
4. Data Collection and Program Reporting
- Maintain accurate, confidential, and well-documented client files.
- Complete required client documentation, case notes, referrals, and service records in accordance with agency policies.
- Enter and maintain CARE Program statistics and client data.
- Assist the CARE Program Coordinator with monthly and quarterly program reporting.
- Track service delivery, including:
- Number of incarcerated women receiving services.
- Number and type of referrals made.
- Number and type of client contacts and supports provided.
- Number and type of educational and group programming sessions.
- Court accompaniment and other practical assistance provided.
- Assist with program evaluation and outcome measurement.
5. Institutional and Community Networking
- Develop and maintain relationships with community organizations and service providers that support criminalized women.
- Establish a strong network of community resources to facilitate appropriate referrals.
- Liaise with provincial correctional staff as appropriate to coordinate programming, needs assessments, one-to-one meetings, education, and other supports within Quinte Detention Centre.
- Participate in community meetings, networking opportunities, and agency events relevant to the CARE Program.
- Represent Elizabeth Fry Kingston professionally when interacting with community partners and service providers.
6. Collaboration with Elizabeth Fry Kingston
- Work collaboratively with the CARE Program Coordinator, Executive Director, and other Elizabeth Fry Kingston staff.
- Participate in relevant team meetings, case consultations, program meetings, and training.
- Provide coverage and assistance within the CARE Program as required.
- Support the development and implementation of CARE Program initiatives and community partnerships.
- Maintain appropriate professional boundaries and ensure all client interactions reflect Elizabeth Fry Kingston's trauma-informed, anti-oppressive, feminist, and strengths-based approach.
CONTRACT TERMS
This position is a part-time, six-month fixed-term contract commencing September 1, 2026.
The position will consist of approximately 20 hours per week, with the specific schedule determined based on program needs, court schedules, client needs, and organizational requirements.
The successful candidate will be required to maintain flexibility in their availability, as court accompaniment, correctional institution visits, and client needs may require occasional work outside of regular office hours.
This position does not include employee benefits.
The position will conclude at the end of the fixed-term contract unless the contract is renewed or extended by Elizabeth Fry Kingston in writing. Renewal or extension is not guaranteed and will be dependent upon organizational needs, program funding, and availability of funding.
