Position Overview

We are seeking an experienced Data Governance Lead to support a large-scale provincial Clinical Information Solution (CIS) transformation within the public healthcare sector.

The Data Governance Lead will provide strategic leadership in the development, implementation, and maturation of a province-wide health data governance program. The role will focus on ensuring health system data is trusted, secure, appropriately governed, ethically used, and effectively leveraged to support clinical transformation, analytics, research, health system planning, and other secondary uses of data.

This individual will work across policy, privacy, clinical operations, analytics, digital health, and technology teams to translate legislative and policy requirements into practical data governance frameworks, standards, processes, and accountabilities.

Key Responsibilities

- Leading the development and implementation of a provincial health data governance strategy and framework.
- Establishing governance policies, standards, decision rights, accountability models, and processes across the health data lifecycle, including collection, use, disclosure, retention, and secondary use.
- Developing data ownership, stewardship, and custodianship models and defining clear roles and responsibilities across the health system.
- Developing data classification schemas and supporting the adoption of common data definitions, dictionaries, standards, and governance practices.
- Providing recommendations related to legislative, regulatory, and policy approaches required to support provincial data governance objectives.
- Translating provincial health information legislation and privacy requirements into practical governance policies, standards, and operational guidance.




- Supporting modernization initiatives related to privacy, consent management, information network designation, and the secondary use of health data.
- Collaborating with Privacy teams and Chief Privacy Officers on privacy policies and procedures, Privacy Impact Assessments, consent management, access controls, and the appropriate use of personal health information.
- Establishing and supporting provincial data governance committees, councils, and working groups to enable effective oversight, decision-making, accountability, and escalation.
- Acting as a trusted advisor to senior health system leaders on data governance, privacy, data strategy, and secondary data use.
- Leading stakeholder engagement and facilitating discussions across clinical, business, technical, operational, privacy, analytics, and government stakeholders.
- Building consensus across diverse stakeholder groups and supporting the adoption of common data governance principles and practices.
- Supporting patient and public engagement initiatives to improve understanding of how health information is used and strengthen public trust.
- Enabling secure and compliant secondary use of health data for analytics, performance management, population health, research, policy development, and health system planning.
- Championing data quality, standardization, interoperability, and appropriate access controls across the health system.
- Collaborating with Business Intelligence and analytics teams to ensure provincial data governance and data strategies align with broader BI and digital health strategies.
- Leading the planning, execution, and delivery of data governance and stewardship initiatives across the program.
- Developing executive and program-level reports, presentations, governance materials, policies, frameworks, and other project deliverables.

Skills &

Qualifications

- University degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology, or an equivalent combination of applicable education and experience.
- 10+ years of experience leading Canadian healthcare data governance strategy, planning, policy, and implementation within a province or territory of comparable size or complexity.
- 10+ years of progressive leadership experience within government,



with a focus on health system planning and provincial data and/or digital health initiatives.
- 10+ years of experience within the public healthcare sector, including government, provincial agencies, or acute care environments, leading data-related initiatives such as data governance, policy, and large-scale digital health transformation.
- 10+ years of progressive leadership experience in public sector healthcare, including direct people management and leadership of large teams.
- 8+ years of experience developing digital health strategies, policies, and roadmaps at a provincial or territorial level.
- Demonstrated experience developing strategies that enable the ethical secondary use of health data for health system planning, population health management, research, analytics, and related use cases.
- 10+ years of stakeholder management experience working across public and private sector organizations and diverse clinical, business, technical, and operational teams.
- 8+ years of experience engaging and collaborating with health system executives, clinical leaders, and other senior stakeholders to drive system-level transformation.
- Demonstrated ability to navigate complex and politically sensitive matters with professionalism, diplomacy, and tact.
- 5+ years of experience collaborating with Privacy departments and Chief Privacy Officers on privacy policies, procedures, Privacy Impact Assessments, consent management, and other privacy initiatives involving personal health information.
- 8+ years of experience producing executive and program-level reports and materials, facilitating stakeholder sessions, and delivering presentations.
- Excellent verbal and written communication, facilitation, presentation, and consensus-building skills.
- Robust understanding of data governance, data stewardship, data custodianship, data ownership, data quality, classification, privacy, access controls, and responsible data use.
- Demonstrated ability to lead complex, multi-stakeholder initiatives and deliver high-quality outcomes in a large-scale transformation environment.
