Transportation and Infrastructure - Government of Newfoundland and Labrador

Reporting to the Manager of Municipal Infrastructure, this position is responsible for advanced technical and administrative support for the review and approval of designs and plans relating to the design and construction of municipal capital works infrastructure, including infrastructure projects resulting from natural disasters. This position will specifically support infrastructure projects resulting from the Division’s involvement with the Disaster Financial Assistance Arrangements (DFAA) and Disaster Financial Assistance Program (DFAP) with the Department of Justice and Public Safety and impacted municipalities throughout the province. This includes responsibility for the review of plans, specifications, drawings and designs to determine suitability (or highlight deficiencies), review and recommendation of approval of designs to the Manager of Municipal Infrastructure and the Regional Office/Regional Engineer prior to tendering funded/supported project, as well as project management or project management support during execution.

This position will support the Division with oversight of other Division priority projects as they arise. This position will also liaise with municipal personnel to assist in trouble shooting of infrastructure deficiencies as well as technical support to municipalities with special assistance requests or support during disasters. The incumbent will visit project sites throughout the province and communicate observed issues to the interested parties such as the Manager of Municipal Infrastructure, the municipality, department, etc., as well as perform other related duties as required.

Screening Criteria

1.



Completion of Diploma in Civil Engineering Technology. Equivalencies will be considered.
2. Experience reviewing designs, drawings and specifications of infrastructure
3. Project management experience
4. Experience performing inspections and assessments of municipal infrastructure

1. Valid Province of Newfoundland and Labrador Class 05 license.
2. Recent and satisfactory Driver's Abstract

2. Willing to accept day travel (significant)
3. Willing to accept overnight travel within the province (occasional)
4. Willing to accept overtime (occasional)
5. Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural disaster events and unexpected situations
6. Required to wear safety equipment such as safety boots, hardhat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction
7. Ability to perform construction site visits, inspections, and other activities requiring unrestricted mobility
