The work you'll do is more than just a job. At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well-being and quality of life for all Minnesotans. The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities. The Minnesota Department of Corrections’ Office of Financial Management is rebuilding how financial work gets done. We are replacing disconnected tools, manual processes, spreadsheets, email-based approvals, and inconsistent data practices with systems that are easier to use, more reliable, and better able to support sound financial management.

We are seeking a Financial Systems Analyst who can connect finance, business operations, data, and technology, and who is energized by the opportunity to build new solutions.

This is not a passive systems-support position. You will be expected to investigate problems, clarify unclear business needs, develop practical solutions, coordinate implementation, test results, and keep projects moving through completion.

Finally, this is a new role in a rapidly evolving and highly collaborative environment. We are looking for someone who is energized by building new approaches, solving problems, and helping shape work that is still taking form. Success will require initiative, follow-through, adaptability, and a willingness to move work from idea to completion.

The right candidate will be thoughtful, dependable, comfortable with ambiguity, and committed to producing high-quality results that make a meaningful difference.

As the Financial Systems Analyst, you will help design the digital infrastructure behind the Department of Corrections’ financial operations.

This position exists to lead the analysis, integration, automation, and maintenance of all financial and data-management systems within the Office of Financial Management, ensuring that financial operations are efficient, auditable, and responsive to business needs. This position bridges finance, operations, and technology — transforming business requirements into practical, secure, and sustainable systems and data solutions that support agency decision-making and fiscal integrity.

You will work with accountants, budget analysts, procurement professionals, facility business offices, executives, Minnesota IT (MNIT), vendors, developers, and other members of the Finance Transformation Office. The quality of these relationships will directly affect the department’s ability to modernize its financial systems and improve financial services.

This position reports directly to the Chief Financial Officer and does not formally supervise employees. It will, however, provide functional direction to project teams, users, testers, vendors, and technical partners during system-development and implementation efforts.

Main Job Responsibilities

- Lead Financial Systems Modernization. Serve as a key functional resource for OFM’s financial applications and digital platforms. Evaluate how systems are working, identify gaps or inefficiencies, and coordinate enhancements that improve reliability, usability, security, and data integrity.
- Translate business needs into technology requirements. Work with finance staff, leaders, and end users to understand operational challenges and define what a successful solution must accomplish. Turn complex or incomplete business needs into clear workflows, functional requirements, specifications, and acceptance criteria.

- Lead implementation and testing. Coordinate system projects from planning through deployment. Guide cross-functional teams, track decisions and deliverables, organize user testing, resolve issues, and confirm that completed solutions meet business needs before they are released.

- Develop automation and data solutions. Design and build practical low-code, no-code, reporting, and data-integration solutions that reduce manual work and improve accuracy. Measure whether new tools produce meaningful improvements in processing time, reliability, and user experience.
- Improve OFM’s digital platforms.

Maintain and enhance OFM’s internal websites, SharePoint resources, dashboards, and connected digital tools. Ensure information is accessible, current, logically organized, and easy for employees to find and use.

Minimum Qualifications To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

- Two (2) years of experience with data/automation platforms such as Microsoft Power Automate, Power Portals, Power BI, SharePoint, Salesforce, SQL, and/or HTML/CSS
- An Associates degree in information systems, business analytics, finance, public administration, computer science, or a closely related field may substitute for six (6) months of experience, a Bachelors degree in a field above may substitute for one (1) year of experience, or a Masters degree in a field above may substitute for 18 months of experience.
- Ability to troubleshoot system and user issues, coordinate resolutions with vendors, IT, and other stakeholders.
- Ability to gather and interpret business needs and translate them into practical system or workflow solutions.

Applicants may be required to provide a written exercise describing an initiative you personally helped deliver.

Finalists may be asked to complete an exercise involving business requirements, workflow analysis, system testing, or automation design. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position:

- An advanced degree in information systems, business analytics, finance, public administration, computer science, or a closely related field.
- Experience with public-sector accounting, budgeting, purchasing, grants, payroll, or financial operations.
- Experience developing automations that produced measurable time savings or error reduction.
- Experience integrating information from multiple systems.
- Experience supporting enterprise application implementation.
- Experience with data governance, records retention, access controls, or audit requirements.
- Experience developing dashboards, data visualizations, or operational reporting.
- Certification in project management, business analysis, Power Platform, Salesforce, data analytics, or a related discipline.

Physical Requirements The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening prior to hire. For a copy of the PDA, please email Ali Baumgart at [email protected] Additional Requirements The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.

The Minnesota Department of Corrections (DOC) does not participate in E-Verify. The DOC will not sponsor applicants for work visas, including F-1 STEM OPT extensions. All applicants must be legally authorized to work in the United States.
