Reporting to the Chief Corporate Services Officer, the Health and Safety Specialist serves as Lumenus' subject matter expert on occupational health and safety, providing organization-wide leadership, guidance, and support to strengthen workplace safety, regulatory compliance, emergency preparedness, and employee wellbeing. The Specialist is responsible for advancing a proactive culture of health and safety through program development, policy implementation, risk management, incident prevention, training, and continuous improvement initiatives across all Lumenus sites and programs.

Working in close partnership with the Senior Director, People & Culture and the Senior Director, Facilities & Administration, the Specialist provides expert advice and support on matters related to workplace safety, disability management and return-to-work practices, emergency preparedness, infection prevention and control, workplace accommodations, and facility-related risk management. The role collaborates extensively with leaders, employees, Joint Health and Safety Committees, and external stakeholders to identify risks, implement effective solutions, and ensure compliance with legislative and regulatory requirements.

KEY RESPONSIBILITIES:

- Lead the ongoing development, implementation, and continuous improvement of Lumenus’ health and safety program to support legislative compliance, proactive risk management, and a strong culture of workplace safety and wellbeing.
- Provide subject-matter expertise and advice to leaders, employees, Joint Health and Safety Committees, and internal partners on health and safety requirements, workplace hazards, incident response, inspections, corrective actions, and prevention strategies.
- Review, develop, and update health and safety policies, procedures, guidelines, tools, and communications in consultation with operational areas, People & Culture, Facilities, and external stakeholders.
- Monitor legislative, regulatory, public health, and sector developments to identify implications for Lumenus and recommend appropriate organizational responses.
- Lead and support Joint Health and Safety Committees across the organization, including agenda planning, issue tracking,



follow-up on recommendations, and alignment of committee work with organizational priorities.
- Oversee the health and safety incident reporting process, support timely follow-up, analyze incident trends, and develop recommendations to inform training, communications, prevention strategies, and organizational reporting.
- Support emergency preparedness and response planning, including the development, review, and implementation of emergency procedures, drills, training, and site-level readiness activities.
- Coordinate infection prevention and control practices across Lumenus sites and programs, including supporting outbreak management in collaboration with Public Health, program leaders, and internal committees.
- Support WSIB, return-to-work, leave, and accommodation processes by gathering relevant information, liaising with internal and external partners, and helping ensure timely and appropriate follow-up.
- Contribute to wellness, accessibility, and related employee safety initiatives that support a healthy, inclusive, and compliant workplace.
- Prepare reports, briefing materials, tools, and recommendations for leadership to support evidence-informed decision-making on health and safety matters.
- Perform other related duties as assigned.

QUALIFICATIONS

- Post-secondary degree or diploma in Occupational Health and Safety, Human Resources, Disability Management, Business Administration, or a related field.
- Minimum three to five years of progressive experience in occupational health and safety, preferably in a multi-site healthcare, community services, nonprofit, or broader public sector environment.
- Joint Health and Safety Committee Certification, Part 1 and Part 2, is required or must be obtained within a defined period.
- Demonstrated experience supporting health and safety compliance, incident reporting and analysis, workplace inspections, JHSC processes, emergency preparedness, and risk mitigation.
- Experience supporting WSIB, return-to-work, leave management, and workplace accommodation processes is considered an asset.
- Standard First Aid and CPR Level C certification is required or must be obtained within a defined period.
- A recognized health and safety designation, or progress toward one, such as CRST, CRSP, CHSC, or equivalent, is considered an asset.

KNOWLEDGE,



SKILLS AND ABILITIES:

- Strong working knowledge of occupational health and safety legislation, regulations, standards, and best practices, including the Occupational Health and Safety Act and related workplace requirements.
- Ability to interpret legislative and regulatory requirements, including those from the Ministry of Labour, Immigration, Training and Skills Development and under relevant workplace legislation and accompanying regulations including the Occupational Health and Safety Act, Employment Standards Act, Accessibility for Ontarians with Disabilities Act, and the Ontario Human Rights Code, and translate them into practical organizational policies, procedures, tools, training, and recommendations.
- Strong understanding of workplace safety risks in multi-site service environments, including emergency preparedness, infection prevention and control, workplace violence prevention, inspections, incident follow-up, and corrective action planning.
- Demonstrated ability to analyze incident data, identify trends, prepare reports, and recommend practical prevention and mitigation strategies.
- Strong consultation, facilitation, and communication skills, with the ability to build trust, influence stakeholders, and support adoption of health and safety practices across diverse teams.
- Strong project management and organizational skills, including the ability to manage competing priorities, coordinate time-sensitive responses, and follow through on commitments.
- Sound judgment and discretion when handling confidential, sensitive, or employee-specific information.
- Advanced user of Microsoft Office tools including Excel, Word, PowerPoint and Teams.
- Experience in healthcare, social services, nonprofit, accredited, or broader public sector environments is an asset.

ADDITIONAL REQUIREMENTS:

- Travel to Lumenus sites across Toronto to support health and safety initiatives.
- Scheduling flexibility to meet workload demands, including coordinating responses to health and safety emergencies.
- Satisfactory clearance under the Vulnerable Sector Screening process
