Tallcree is a proud Cree Nation rooted in the strength of its people, the wisdom of its to the land. The Tallcree Tribal Government is a First Nations band government located in northern Alberta. It is part of the Woodland Cree Nation and includes several reserves with the largest being South Tallcree and North Tallcree.

The government is committed to protecting the rights of its members, caring for the land and supporting the well-being of the community. They have a rich cultural heritage and are one of the original signatories to Treaty 8, having signed in 1899. Today, Tallcree Nation continues to uphold their traditions and teachings while engaging in community events and cultural preservation efforts.

ABOUT THE ROLE

Reporting directly to the Band Manager, the HR Manager will be responsible for all HR policies, procedures, guidance and HR related support for Tallcree Tribal Government. This critical role will provide HR related guidance and mentorship to the Nation’s leadership team and employees, be accountable for the development and implementation of HR initiatives and systems, the creation of new or revision of existing HR policies and procedures and be actively involved in recruitment and retention including the creation or revision of job descriptions and supporting organizational leaders throughout the hiring process. As the HR Manager you will also ensure compliance with HR policies, applicable laws and regulations and produce reporting on a monthly, quarterly and annual basis regarding performance to HR objectives.

KEY RESPONSIBILITIES

- Develops, supports, and recommends solutions in the development and application of HR-related policies and practices; providing advice and guidance on complex HR issues to minimize risk.
- Oversees and supports personnel management practices including yearly performance reviews, compensation, promotions, and disciplinary actions in compliance with internal policies and employment law.
- Conducts thorough and objective workplace investigations, documents results,



recommends corrective action and ensures appropriate follow-up with all stakeholders.
- Review and create/update as required employment policies and investigation procedures
- Manage employee benefits including communication, coordination, and processing.
- Provide information to employees on pension and benefit plans and respond to inquiries.
- In conjunction with Band Manager, review and coordinate employee incentive and staff benefits programs.Tallcree Tribal Government Human Resources Manager
- Working with various departments to develop and update effective and accurate job descriptions.
- Supports full-cycle recruitment and onboarding for all employees in conjunction with the management team.
- Personal involvement where required in executing payroll and recruitment activities including scheduling interviews, recruiting graduates of colleges, universities, and other educational institutions.
- Evaluate, assess, and update safety procedures and policies to ensure worker safety and compliance with all regulatory bodies and standards.
- Provides expertise on current legislative changes (Employment Standards, Workers’ Compensation, Human Rights, Privacy Legislation, CRA, etc.) to ensure compliance, minimize risk and protect the interest of employees in a fair and equitable culture.
- Liaise with various government agencies including Service Canada, Employment Standards boards, Human Rights commissions, CRA, etc.
- Maintain and update both manual and computerized personnel filing and registration systems, records management systems, and prepare periodic reports and documents related to HR, payroll and recruitment activities.




- Assist with the Coordination of employee performance and appraisal programs.
- Attendance in staff and other meetings as directed.
- Other duties pertaining to position function as directed by the Executive Director.

SKILLS AND QUALIFICATIONS

- 2+ years of previous HR Manager level experience desired.
- 5+ years of strong HR Generalist expertise in areas of HR, Compliance, Payroll, Advantages, and Recruitment
- Previous experience developing, revising HR policies and procedures required
- Previous experience conducting HR related investigations and documentation required
- Demonstrated planning, data analytics and HR reporting skills required.
- Must display good interpersonal skills and possess excellent written and oral communication skills.
- Must have experience in working with proposals/contracts, document development, and office administration.
- Ability to handle stress, ambiguity and conflict situations in a professional and empathetic manner.
- Must be dependable and reliable, able to work with minimum or no supervision.
- Must have strong organizational skills, able to be prompt and efficient in completing tasks.
- Knowledge of the Cree, Saulteaux, and Nakota culture and social objectives of the member First Nations desired.
- Valid Driver’s License and access to a reliable vehicle required.
- Must be willing to upgrade skills when time and funding permits.
- Must be willing to work some evenings and weekends if required.
- Knowledge of the FSIN Indian Child and Family Support Act and Alberta Child, Youth & Family Enhancement Act is a definite asset.
- Must be able to always maintain the highest degree of confidentiality
- Formal education in HR, business administration, industrial relations, commerce or psychology is desired.
