A leader in inclusive procurement, the CQCC is also the certifying body in Canada for 2SLGBTQI+ businesses. Manager, Finance The Manager, Finance is responsible for supporting the financial management, reporting, compliance, and day-to-day finance operations of CQCC. Reporting to the Director of Finance, this role plays both a strategic and operational role in ensuring CQCC remains financially sound, accountable, compliant, and well-positioned to deliver on its short- and long-term strategic goals.

The role oversees key finance functions including budgeting, financial reporting, accounts payable and receivable, bank reconciliations, payroll, grant reporting, project accounting, cash flow forecasting, audit support, and financial systems improvement. The Manager, Finance also works closely with internal teams, funders, vendors, auditors, and external partners to ensure accurate financial information, strong internal controls, timely reporting, and effective stewardship of organizational resources.

The role’s purpose is to:

- Support CQCC’s financial integrity, accountability, and compliance with internal policies, funder requirements, and applicable accounting standards;
- Manage day-to-day financial operations, including accounts payable, accounts receivable, reconciliations, payroll, journal entries, and financial records;
- Prepare accurate and timely financial reports, grant reports, funding reconciliations, and project-specific financial information;
- Support budgeting, forecasting, cash flow management, audit preparation, and financial planning;
- Maintain and improve financial systems, processes, controls, documentation, and reporting practices;
- Provide financial analysis, advice, and support to internal teams to inform planning, decision-making, and program delivery; and
- Contribute to CQCC’s financial sustainability, operational effectiveness, and organizational accountability.

CORE ACCOUNTABILITIES Financial Management and OperationsThe Manager, Finance supports the day-to-day financial operations of CQCC, ensuring financial activities are accurate, timely, compliant, and aligned with organizational priorities.

- Maintain financial integrity and accountability through appropriate internal controls, financial systems, procedures, and documentation;
- Oversee accounts payable, accounts receivable, bank reconciliations, credit card reconciliations, and related financial processes;
- Prepare and post month-end journal entries, including accruals, prepaids, deferred revenue, allocations, and other required adjustments;
- Generate timely monthly, quarterly, annual, and project-specific financial reports in compliance with Accounting Standards for Not-for-Profit Organizations;
- Support project, program, and grant accounting, including tracking restricted and unrestricted funds;
- Monitor funding allocations, grant spending, eligible expenses, and reporting requirements to ensure alignment with approved budgets and funder agreements;
- Maintain accurate and detailed cash flow forecasting to support planning and operational decision-making;
- Ensure all financial records and files are maintained in accordance with accepted policies, procedures, legislation, and audit requirements; and
- Support the ongoing digitization and improvement of CQCC’s financial processes, systems, and reporting tools.

Budgeting, Forecasting, and Financial ReportingThe Manager, Finance supports organizational budgeting, forecasting, analysis, and reporting to strengthen financial planning and decision-making.

- Work with the Director of Finance to support CQCC’s annual organizational budget and related budget planning processes;
- Support internal teams with program, project, and departmental budgeting, including budget development, forecasting, tracking, and variance analysis;
- Prepare financial statements, grant reports, funding reconciliations, and financial summaries for internal teams, funders, government agencies, and leadership as required;
- Monitor actual spending against approved budgets and identify variances, risks, and opportunities;
- Support financial analysis for Board meetings, senior leadership updates, strategic planning, and operational decision-making;
- Translate financial information into clear, practical insights for non-financial colleagues and stakeholders;
- Communicate cost-saving opportunities, budget pressures, and financial risks to leadership while considering program sustainability; and
- Support continuous improvement in financial reporting, forecasting, and budget management practices.

Grant, Funding and ComplianceThe Manager, Finance supports effective financial stewardship of CQCC’s grants, contribution agreements,



funding arrangements, and related reporting obligations.

- Track grant spending against approved budgets and ensure expenditures align with funder requirements and program objectives;
- Monitor restricted and unrestricted funds, deferred revenue, eligible expenses, funding allocations, and reporting deadlines;
- Prepare funder reports, government reporting, funding reconciliations, and supporting documentation as required;
- Review program and project budgets to ensure compliance with applicable funder requirements, legislation, and internal policies;
- Support the management of various agreements, including contracts, grants, contribution agreements, memoranda of understanding, and vendor agreements;
- Identify financial compliance risks and escalate matters to the Director of Finance as appropriate;
- Coordinate with internal teams to gather documentation, financial information, and supporting records for funder reporting; and
- Implement improvements to streamline grant reporting, compliance tracking, documentation, and financial oversight.

Audit and Internal ControlsThe Manager, Finance supports payroll processing, audit preparation, and the maintenance of strong financial controls across CQCC.

- Support compliance with government payroll regulations, statutory deductions, remittances, and payroll-related reporting requirements;
- Liaise with benefits providers, internal staff, and external advisors as required;
- Support the annual audit process, including preparing schedules, responding to auditor requests, and coordinating required documentation;
- Manage deliverables related to external audits, funder audits, financial reviews, and compliance requests;
- Maintain and improve internal controls related to payments, approvals, reconciliations, reporting, payroll, and financial documentation;
- Identify gaps or risks in financial processes and recommend practical improvements; and
- Ensure sensitive financial and payroll information is handled with discretion, confidentiality, and care.

Month-End and Year-End Close

- Lead and coordinate the monthly and annual financial close process.
- Ensure all balance sheet reconciliations are completed, reviewed, and resolved on a timely basis.
- Prepare and review accruals, prepaids, deferred revenue, payroll allocations, and grant-related adjustments.
- Maintain month-end closing schedules and ensure financial statements are produced within established timelines.
- Investigate and resolve discrepancies affecting financial reporting.
- Ensure project, grant, and class tracking are reconciled to the general ledger each month.
- Support year-end closing activities and preparation of audit working papers.

Financial Systems, Process Improvement, and DocumentationThe Manager, Finance supports effective financial systems and continuously improves tools, workflows, and documentation to strengthen CQCC’s finance function.

- Maintain organized financial files, records, agreements, reconciliations, reports, and supporting documentation;
- Support the use and improvement of accounting and finance tools, including QuickBooks Online, Dext, ApprovalMax, HUMI, and related platforms;
- Identify opportunities to improve financial processes, reporting templates, approval workflows, grant tracking, and reconciliation practices;
- Support the development and documentation of finance procedures, internal controls, and standard operating practices;
- Work with consultants, vendors, and internal partners to improve financial systems and reporting tools;
- Ensure finance processes are scalable, productive, and aligned with CQCC’s operational needs; and
- Support the adoption of new technology and digital tools that improve accuracy, compliance, reporting, and workflow efficiency.

Problem Solving and OwnershipThe Manager, Finance analyzes and resolves day-to-day financial issues to support smooth operations, strong accountability, and effective program delivery.

- Proactively respond to financial, operational, and business scenarios requiring analysis, judgment, and problem-solving;
- Resolve issues in accordance with CQCC’s standards, practices, policies, and procedures;
- Identify alternative solutions to financial and administrative issues and recommend approaches that support positive outcomes;
- Manage competing deadlines related to payroll, reporting, reconciliations, audits, funder requirements, and internal requests;
- Escalate financial risks, compliance concerns, sensitive matters, or significant variances as appropriate;
- Exercise sound judgment, accuracy, and discretion when managing financial information and stakeholder relationships; and

- Ensure financial processes, reporting, and recommendations align with CQCC’s strategic direction, mission, and values;

DESIRED COMPETENCIES & EXPERIENCE

Education &

Experience:

- Bachelor’s degree in finance, accounting, commerce, business administration, or a related field;
- CPA designation, CPA candidacy, MBA, or equivalent combination of education and experience is considered a strong asset;
- Additional training in not-for-profit accounting, grant management, payroll, audit, or financial systems is considered an asset.
- 5+ years of progressive experience in finance, accounting, financial management, controllership, or a related function;
- Previous experience as a Finance Manager, Senior Accountant, Controller, or similar finance role is considered an asset;
- Experience working in a not-for-profit, charity, chamber of commerce, business association, economic development, supplier diversity, or grant-funded environment is strongly preferred;
- Experience with budgeting, forecasting, financial reporting, reconciliations, financial analysis, and month-end processes;
- Experience preparing grant reports, funding reconciliations, project budgets, and funder-facing financial materials;
- Experience supporting annual audits, funder audits, compliance reviews, and external financial reporting requirements;
- Experience managing or supporting payroll processing and payroll-related compliance;
- Experience using accounting and finance software such as QuickBooks Online, Dext, ApprovalMax, payroll platforms, and Microsoft Excel;
- Experience translating financial information for non-financial partners and stakeholders;
- Experience supervising or supporting finance staff, bookkeepers, coordinators, or consultants is considered an asset; and
- Experience working with 2SLGBTQI+ communities, equity-deserving communities, entrepreneurs, or inclusive economic development initiatives is considered an asset.

TermsThis is a full-time position supporting finance, accounting, payroll, budgeting, reporting, and financial compliance activities across CQCC. The successful candidate may work remotely within Canada, with preference for candidates located in Toronto or another major centre with access to organizational, funder, and stakeholder networks. This role reports to the Director of Finance and works closely with internal teams to support financial operations, budgeting, grant reporting, audit preparation, payroll, and organizational planning. CompensationSalary will be based on skills and experience, within the annual earnings range of $77,000 – 85,000.

Extra benefits round out the compensation package, including group benefit plan coverage, annual vacation, and a generous public holiday schedule including paid time off between Christmas Day and New Year’s Day.
