Job Summary The Payroll Supervisor serves as the senior payroll subject matter expert and operational lead for payroll processing, quality assurance, systems administration, financial reconciliations, process governance, and continuous improvement initiatives.

Working within a complex, unionized healthcare environment supporting approximately 2,000 employees, the Payroll Supervisor is responsible for overseeing and participating in the delivery of accurate and timely full-cycle bi-weekly payroll. The incumbent works closely with Payroll, Human Resources, Finance, and operational stakeholders to ensure payroll processes comply with legislative requirements, collective agreements, organizational policies, and internal controls.

The Payroll Supervisor provides technical expertise and operational support to the payroll team, leads payroll audits and reconciliations, supports system optimization initiatives, develops and maintains standard operating procedures, monitors key performance indicators, and acts as the designated backup to the Payroll Manager. The role plays a critical part in ensuring payroll accuracy, operational excellence, regulatory compliance, and continuous improvement across Payroll Services.

Key Responsibilities

- Payroll Operations and Compliance
- Coordinate and participate in the accurate and timely processing of full-cycle bi-weekly payroll for unionized and non-unionized employee groups.
- Ensure payroll activities comply with applicable federal and provincial legislation, collective agreements, pension requirements, and organizational policies.
- Review payroll transactions including employee changes, earnings, deductions, benefits, pension contributions, taxable benefits, leaves of absence, and retroactive payments.
- Investigate and resolve complex payroll discrepancies, overpayments, underpayments, and payroll-related inquiries.
- Perform payroll reviews and quality assurance audits prior to payroll finalization.
- Monitor payroll processing schedules and workflows to ensure service level expectations and payroll deadlines are consistently achieved.
- Interpret and apply collective agreement provisions, payroll legislation, and organizational policies.
- Coordinate and support year-end payroll activities including T4s, T4As, Records of Employment, pension reporting, remittances, and annual statutory reporting requirements.
- Identify payroll risks and implement corrective actions to maintain payroll accuracy and compliance.
- Serve as the escalation point for complex payroll administration matters.

- Financial Reporting, Reconciliations and Audit
- Prepare, review, and reconcile payroll-related General Ledger accounts.
- Prepare and support payroll journal entries, accruals, reconciliations, and payroll costing transactions.




- Reconcile payroll registers, payroll remittances, employee deductions, benefit balances, and payroll-related balance sheet accounts.
- Investigate and resolve payroll-related financial discrepancies in collaboration with Finance.
- Conduct regular payroll audits to ensure compliance, accuracy, and effective internal controls.
- Support internal and external audit activities through the preparation of reconciliations, working papers, analyses, and supporting documentation.
- Compile payroll reports and analyses for Finance, Human Resources, and departmental leadership.
- Support vacation, sick leave, pay equity, pension, and payroll accrual reporting.

- Payroll Systems, Reporting and Analytics
- Serve as a subject matter expert for UKG, Empath, and related payroll and workforce management systems.
- Support payroll system upgrades, patches, testing, validation, troubleshooting, and implementation activities.
- Collaborate with system vendors, Information Technology, Human Resources, and Finance teams to resolve issues and improve system functionality.
- Develop and maintain payroll reports and dashboards using payroll systems and advanced Excel functionality.
- Analyze payroll data, identify trends, and provide recommendations to improve operational performance.
- Support system optimization initiatives and opportunities for automation and efficiency improvements.
- Ensure payroll system integrity and support ongoing data quality management.

- Process Improvement, Documentation and Projects
- Lead reviews of payroll processes and workflows to improve efficiency, compliance, service delivery, and employee experience.
- Identify opportunities to streamline, standardize, automate, and enhance payroll operations.
- Develop, document, maintain, and regularly review payroll Standard Operating Procedures (SOPs), desk procedures, process maps, training materials, and reference guides.
- Ensure payroll documentation remains current and aligned with legislative requirements, organizational policies, and operational practices.
- Establish and maintain quality assurance practices and process controls that support payroll accuracy and consistency.
- Monitor, track, and analyze payroll operational metrics, service standards, audit findings, and key performance indicators (KPIs).
- Prepare KPI reports, dashboards, trend analyses, and recommendations for the Payroll Manager and leadership team.
- Participate in payroll, HRIS, Finance, and organizational projects and initiatives.
- Support the implementation of system enhancements, process redesigns, and continuous improvement initiatives.

- Payroll Team Support and Manager Coverage
- Provide technical guidance and subject matter expertise to Payroll Specialists and internal stakeholders.
- Support knowledge transfer, cross-training, and payroll process consistency across the payroll team.
- Assist with the implementation of legislative changes, policy updates, and operational initiatives.
- Foster collaboration between Payroll, Human Resources, Finance, operational leaders, and external stakeholders.
- Act as the designated backup to the Payroll Manager and assume responsibility for payroll operations during periods of absence.
- Support departmental priorities and ensure continuity of payroll services.

Qualifications

- Post-secondary diploma or degree in Accounting, Finance, Business Administration, Human Resources, or a related field.
- Payroll Compliance Practitioner (PCP) designation required.
- Payroll Leadership Professional (PLP) designation preferred.
- 5+ years of progressive payroll experience, including full-cycle payroll administration in a complex, multi-site environment.
- Demonstrated experience processing payroll across multiple Canadian jurisdictions.
- Experience in a senior payroll role, such as Payroll Specialist, Payroll Lead, or equivalent.
- Experience supporting payroll operations in a healthcare, hospital, long-term care, or similarly complex unionized environment is strongly preferred.
- Experience preparing payroll-related General Ledger reconciliations, journal entries, and financial reports.
- Experience supporting payroll audits, compliance reviews, and related initiatives.
- Experience developing procedures, documenting business processes, and implementing process improvements.
- Experience supporting payroll system upgrades, testing, implementations, and integrations.
- Experience analyzing payroll data, metrics, and operational performance indicators.
- Strong knowledge of payroll legislation, employment standards, taxation, statutory leaves, pension requirements, and regulatory compliance across multiple Canadian jurisdictions.
- Strong knowledge of Ontario payroll requirements, including applicable employment standards, taxation, statutory deductions, and reporting obligations.
- Strong understanding of collective agreement provisions and their application to payroll administration.
- Advanced proficiency with UKG Workforce Management and/or UKG Payroll.
- Experience with Empath payroll and workforce management systems.
- Advanced Microsoft Excel skills, including PivotTables, XLOOKUP/VLOOKUP, complex formulas, data analysis, reconciliations, and reporting/dashboard development.
- Working knowledge of:

Compensation At Baycrest, we take pride in ensuring our compensation structure is internally equitable and compliant with pay equity legislation. We believe compensation should be transparent, equitable, and reflective of your experience and growth. Our salary ranges are structured to support progression, from learning the role to demonstrating full proficiency. The salary range for this position is $84,417 to $105,521 per year.

Your placement within the target hiring range will depend on your job-related knowledge, skills, abilities, and relevant education and experience, as well as considerations such as market conditions and internal equity. The starting salary will be determined using these factors to ensure fairness and consistency across the organization.
