Reporting to the Provincial Director of Mental Health and Addictions, this position requires the incumbent to provide support in a variety of activities through strategic planning, policy analysis, program and project development and management, and government relations. As a provincial expert in the field of mental health and addictions, primary responsibilities of the position includes: providing support and expertise in the planning, development and evaluation of the Department of Health and Community Services policies, programs and services. Particular emphasis will be on assisting with the transformative change as identified under The Provincial Alcohol Action Plan and the Life Promotion Suicide Prevention plan.

The incumbent will also be responsible for budget allocation and monitoring, resolving operational and system-wide issues, and leading the implementation of significant mental health and addictions initiatives throughout the province collaboratively with Newfoundland and Labrador Health Services (NLHS) and community agencies. These positions also have responsibility for administering and overseeing budgets for program development, federal/provincial agreements, community grants and community-based organization funding; and development of requests for proposals.



Other responsibilities include collaborating with other members of the Division with respect to reviewing and analyzing recent policy and/or program proposals; reviewing and assessing matters associated with health policy development in the province through the development of Cabinet submissions and briefing notes; completing special projects as required; analyzing and coordinating input to a variety of working group projects; preparing reports for submission; and other related duties as required.

Screening Criteria

1. Completion of a Degree in a Social Science (equivalencies will be considered)
2. Experience in health services planning and evaluation, preferably in the area of mental health and addictions
3. Experience with policy development and analysis
4. Experience with program and/or project development and management
5. Experience collaborating with stakeholders
