POSITION OVERVIEW The Toronto Transit Commission (TTC) is seeking a highly strategic and experienced executive leader to oversee TTC's participation in the delivery of major transit expansion initiatives.
As Project
Director, Transit Expansion Assurance, you will serve as the TTC's primary representative and senior point of contact for the four major provincial transit expansion projects: the Line 2 Scarborough Subway Extension, Line 1 Yonge North Subway Extension, Line 5 Eglinton Crosstown West Extension, and the Ontario Line.
Reporting to the Chief Project Manager this role provides strategic leadership to TTC project teams and serves as the primary liaison with Metrolinx, the City of Toronto, and other key stakeholders to ensure all TTC operational, technical, and service requirements are incorporated throughout project delivery.
SCOPE & RESPONSIBILITIES The duties of this role will include but are not limited to the below:
Strategic Leadership, Program Delivery & Operational Integration
- Lead TTC's involvement in major provincial transit expansion projects, providing strategic oversight of TTC teams and program delivery to ensure operational, maintenance, asset management, safety, customer service, schedule, quality, financial, and stakeholder requirements are achieved throughout all phases.
- Provide executive-level leadership and advice on complex engineering, construction, operational, and project management matters.
- Oversee TTC participation in design reviews, construction, testing, commissioning, and handover activities while ensuring ongoing operations remain secure, reliable, and effective through the assessment of operational impacts, resource coordination, and construction-related service planning.
Stakeholder Relations, Governance & Risk Management
- Lead the identification, assessment, and mitigation of project risks, ensuring proactive resolution of issues that may impact project delivery or TTC operations.
- Represent TTC in meetings, negotiations, and decision-making forums with Metrolinx, Infrastructure Ontario, municipal partners, government agencies, and other stakeholders.
- Provide regular briefings, recommendations, and strategic advice to senior leadership, the TTC Board, City Council, and other governing bodies on project status, risks, opportunities, and key decisions.
Financial, Resource & People Leadership
- Support financial planning, budgeting, forecasting, resource allocation, and program controls, ensuring effective stewardship of TTC resources and accountability for program outcomes.
- Lead and develop multidisciplinary teams within a matrix environment by providing leadership, coaching, and guidance to staff, consultants, and contractors, fostering a collaborative, high-performing culture focused on safety, employee engagement, and continuous improvement.
- Ensure compliance with TTC policies, procedures, collective agreements, and applicable legislation.
KEY SKILLS & EXPERTISE
- Extensive knowledge of engineering, construction management, procurement models, and project delivery methodologies, with demonstrated success delivering major capital projects.
- Strong understanding of business administration, financial management, human resources practices, and applicable legislative frameworks.
- Comprehensive knowledge of governmental, regulatory, and stakeholder issues affecting major transit projects.
- Superior analytical, problem-solving, negotiation, facilitation, presentation, and decision-making skills.
- Exceptional leadership and people-management capabilities with demonstrated success leading multidisciplinary teams.
- Highly developed communication, interpersonal, public relations, and stakeholder-management skills.
- Strong commitment to customer service, operational excellence, safety, inclusion, and continuous improvement.
EDUCATION & PROFESSIONAL CREDENTIALS
- Licensed Professional Engineer (P.Eng.)
- University degree in Engineering or a related field, combined with extensive and progressively responsible experience at the senior management level in a large transit or engineering organization involved in the design and construction of major transit systems and facilities or equivalent.
- Demonstrated expertise in project management; PMP certification is considered an asset.
