The Property Administrator is responsible for supporting the day-to-day operations and administration of HousingWorks units. HousingWorks maintains over 170 unit agreements scattered throughout the City of Ottawa with various property owners. Each unit provides independent housing to youth who have experienced homelessness.
This role ensures that units are well-maintained, compliant with regulations, and effectively managed. Working closely with the Housing Coordinator and Housing Based Case Managers, the Property Administrator oversees property-related functions including maintenance coordination, inspections, landlord relations, documentation, and occupant support. This role plays a key part in ensuring protected, clean, and quality housing environments.
This position requires strong organizational skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment while maintaining a client-centered approach.
Property Operations & Maintenance
Coordinate and track maintenance requests, repairs, and service calls across HousingWorks units
Liaise with property owners, contractors, vendors, and service providers (e.g., cleaning, pest control, HVAC, plumbing)
Monitor contractor performance to ensure quality and timely service delivery
Negotiate contracts and service agreements and monitor vendor performance to ensure quality, accountability, and value for money
Ensure all contracts are developed and managed in accordance with organizational procurement policies and guidelines
Assist in developing and maintaining preventative maintenance schedules
Conduct regular unit inspections to ensure safety, cleanliness,
and compliance with program occupancy agreements and functional living environments
Support coordination of emergency maintenance issues and after-hours responses as required
Maintain accurate records of maintenance, inspections, and property-related activities
Occupant and Participant Support
Prepare and manage occupancy agreements, leases, and related documentation
Coordinate unit turnovers, including move-ins and move-outs, inspections, and unit readiness
Support Housing Based Case Managers in addressing tenancy concerns, notices, and follow-ups
Provide prompt, professional response and follow-up to occupant inquiries, issues, and complaints
Assist in ensuring units meet program standards prior to occupancy and throughout
Landlord & Vendor Relations
Support communication and relationship management with private landlords participating in HousingWorks
Coordinate property-related issues between landlords, tenants, and internal staff
Assist with sourcing new units and maintaining landlord engagement as required
Administrative & Financial Support
Maintain organized and up-to-date property files and records
Track property-related expenses and assist with budget monitoring
Support invoice processing, purchase orders, tracking receipts,
and documentation related to property operations
Identify opportunities for cost reduction, energy savings, waste reduction, and resource optimization.
Assist in preparing reports on property status, maintenance activities, and unit availability
Provide regular reports to leadership regarding property status, occupant relations, budget status, and ongoing projects.
Ensure all required permits, licenses, and compliance-related documentation are current and properly maintained.
Compliance & Safety
Ensure compliance with relevant Ontario and Municipal legislation, including housing standards, fire safety, and health regulations
Assist in coordinating safety inspections, audits, and proactively address facility-related issues
Develop and enforce workplace health and safety procedures related to properties
Report and document safety concerns and incidents in a timely manner
Collaboration & Teamwork
Work closely with HousingWorks staff to support coordinated service delivery
Participate in team meetings and organizational initiatives
Communicate property-related updates clearly and promptly to staff and supervisors
Contribute to a positive and collaborative team environment
Other Responsibilities
Respond to general inquiries related to HousingWorks properties
Attend staff meetings, training sessions, and supervision meetings
Perform other duties as assigned to support program and organizational needs
Pay: From $58,500.00 per year
