Job Overview

Reporting to the Director, Health & Wellness, the Manager, Recreation Services is responsible for the strategic leadership, administration, and oversight of Haisla Nation’s recreation facilities, programs, services, events, and staff. The Manager ensures Recreation Services supports the physical, social, emotional, and cultural well-being of community members through safe, inclusive, and engaging recreation opportunities.

The Manager, Recreation Services is responsible for developing and implementing operational and strategic plans; overseeing recreation facilities and programming; managing budgets and funding opportunities; supporting staff development; and fostering collaborative relationships with community members, schools, departments, Elders, organizations, and funding agencies.

The position provides leadership for the sustainable growth of Recreation Services and supports the implementation of the Recreation Services Strategic Plan, Comprehensive Community Plan, and other organizational priorities.

The Manager, Recreation Services is responsible for the leadership, management, and supervision of recreation staff, including the Youth Recreation Facilitator, Recreation Attendants, and related recreation positions.

Duties & Responsibilities

Program Leadership: The Manager, Recreation Services supports the Recreation Services program in achieving strategic and operational objectives.

- Work with the Director, Health & Wellness to develop and implement the Recreation Services operational plan, ensuring alignment with the department and organization-wide strategic objectives.
- Support the implementation of appropriate monitoring and evaluation frameworks for all program deliverables to drive continuous improvement and impact of the Haisla Nation’s services.
- Implement program policies and procedures.
- Ensure all required reporting is completed accurately and on time.
- Collaborate with external partners to inform service delivery and ensure the organization’s services are consistently presented positively.

Program Operations: The Manager, Recreation Services oversees and manages the day-to-day operations of the Recreation Services program.

- Oversee the daily operations of the Recreation Services program, including all projects and services in the portfolio.
- Oversee day-to-day operations of recreation facilities, programs, services, leagues, tournaments, and special events.




- Engage with community members to identify needs and ensure programs are culturally relevant and align with the community’s values, traditions, and practices.
- Ensure effective and efficient delivery of services in alignment with policies and procedures, relevant legislation, and professional standards.
- Ensure equitable scheduling and allocation of recreation spaces.
- Supervise all program-related facility maintenance, including facilities, grounds, capital improvements, and security.
- Oversee facility operations, maintenance coordination, work-order processes, and capital improvement planning.
- Proactively evaluate the individual and overall performance of the Haisla Nation’s Community Wellness projects on a regular and ongoing basis; use collected data and information to make needed improvements.
- Develop partnerships with schools, sports organizations, ISPARC, municipalities, and community agencies.
- Represent Haisla Recreation Services at meetings, conferences, and regional recreation networks.
- Support the Director, Health & Wellness to actively pursue, develop, and/or participate in new initiatives to expand Recreation Services in response to identified needs in the community and the goals of the organization.

Financial Management: The Manager, Recreation Services manages the program’s budgets, ensuring sound financial management.

- Manage and oversee program budgets and reporting requirements.
- Direct program staff in maintaining appropriate fiscal controls to ensure operations are within the scope of the annual budget.
- Support the allocation of funds and forecasting.
- Ensure program activities are in compliance with policies, procedures, and legal standards.

People Leadership: The Manager, Recreation Services supports the capacity and capability of their direct reports, including their career development. The Manager, Recreation Services is a resource and mentor to the team, providing guidance and direction on risks, issues, or problems to ensure services achieve intended benefits and meet expectations.

- Foster a respectful workplace and cooperative working relationships with all employees.
- Ensure employees are appropriately trained and aligned with the Haisla Nation’s mission, vision, values, policies, and procedures.
- Work with the HR department to identify capacities needed (skillsets and competencies) to achieve program goals.
- Lead the hiring, evaluation, professional development, discipline, and dismissal of program staff.
- Build the capacity of program staff by implementing processes for orientation, training, and performance appraisal.
- Monitor the attendance of program staff and manage attendance issues including absenteeism, authorizing overtime, leave requests, vacations, etc.




- Foster a customer-service based culture across Recreation Services.
- Support staff certification and professional development in recreation, coaching, fitness, youth leadership, and program delivery.
- Ensure adequate staffing levels to support programs, facilities, and events.
- Support the HR department in ensuring human resource and labour relations processes are effective, efficient, and timely.
- Support the HR department in ensuring the workplace meets all health and safety guidelines.
- Serve as a role model regarding the organization’s values and leadership principles.

Skills & Qualifications

- Degree or diploma in Recreation Management, Sport Management, Community Development, Public Administration, Business Administration, or related field, or equivalent combination of education and experience preferred.
- 5–7 years of progressive leadership experience in recreation services, community services, sport management, facility operations, or related fields.
- Experience managing recreation facilities, leagues, programs, events, and community partnerships.
- Experience working for a band government or Indigenous organization is an asset.
- Experience in program development, implementation, and evaluation.
- Ability to set goals and implement an operational plan for the department.
- Ability to provide leadership to direct reports and ongoing support for their performance and development.
- Strong proficiency in using Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Strong analytical, problem-solving, and decision-making skills.
- Strong organizational and time management skills with an attention to detail.
- Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
- Strong leadership skills with the ability to lead projects and work with diverse individuals to identify issues, design solutions, and evaluate results.
- Knowledge of funding processes, including grant writing and reporting.
- Experience in change management and organizational development.
- Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Salary Range: $73,000.00 - $85,000.00 annually Position Type: Full-Time
