Job Overview The Ministry of Public and Business Service Delivery and Procurement is seeking an experienced Intermediate UX Designer to create intuitive, accessible, responsive, and user-centered digital experiences.

The ideal candidate will have hands-on experience with UX/UI design, user research, usability testing, wireframing, prototyping, mobile-first design, responsive design, Figma, and Agile/Scrum methodologies.

Experience with Service Design frameworks, established design systems, and public-sector projects will be highly valued.

Must-Have Qualifications

- Extensive experience applying UX design best practices to create effective digital solutions.
- Strong understanding of mobile-first and responsive design.
- Ability to efficiently iterate designs based on user feedback and testing.
- 3+ years of relevant experience participating in complex projects/products of varying sizes.
- Experience working within user-centered design processes and Agile/Scrum methodologies.
- Hands-on experience with Figma.
- Expertise with UX/UI and prototyping tools such as:
- Figma
- Justinmind
- InVision
- Sketch
- Adobe Creative Cloud
- Axure
- Zeplin

- Strong understanding of web technologies

- HTML5, CSS3, JavaScript, React, Angular, and NodeJS are an asset.
- Strong communication and presentation skills with the ability to lead meetings and present to stakeholders.
- Prior experience with Service Design frameworks and established design systems.

Key Responsibilities UX &
- Interface Design

- Create effective, user-friendly, visually appealing interfaces.
- Design overall product functionality to deliver an excellent user experience.
- Iterate designs based on user testing and feedback.
- Design interfaces for web, mobile, digital displays, publications, media, and other creative requirements.
- Apply a user-centered design approach throughout the product lifecycle.
- Rapidly test, evaluate, and refine design solutions.





User Research &
- Discovery

- Plan and conduct user research, interviews, and surveys.
- Translate research findings into:
- Sitemaps
- User flows
- Customer journey maps
- User journey maps
- Wireframes
- Mockups
- Prototypes

- Facilitate user research and usability testing activities.
- Develop user interview topic maps and interview scripts.
- Analyze and synthesize research observations.
- Prepare user research findings and recommendations.
- Gather user feedback and use insights to improve existing interfaces.

Product &
- Service Design

- Facilitate product vision through research, ideation, sketching, prototyping, and user testing.
- Identify design challenges and develop effective, elegant solutions.
- Make strategic UX and design decisions related to core and emerging product features.
- Design experiences optimized for a wide range of devices and interfaces.
- Apply Service Design principles throughout discovery and delivery.
- Contribute to established design systems and ensure consistency across digital products.

Experience &

- Skill Set Requirements

User Experience Design – 40%

- Extensive experience with UX design best practices.
- Strong knowledge of mobile-first and responsive design.
- 3+ years of experience working on complex products/projects.
- Experience aligning design activities with project plans, UX best practices, and Agile/Scrum processes.
- Degree or diploma in Graphic Design is an asset.
- Degree/certification in Usability, Human-Computer Interaction, or Technical Writing is an asset.
- Experience facilitating user research and usability testing.
- Accessibility compliance testing experience is an asset.
- Ability to produce research deliverables including:
- User Interview Topic Maps
- User Interview Scripts
- User Interview Synthesis
- User Research Findings Reports

Relationship Management – 20%
- Solid communication and mediation skills when working with business teams and project stakeholders.




- Ability to ensure projects/products progress according to schedule.
- Experience developing strategies to overcome resistance to change.
- Experience supporting change throughout Discovery, Alpha, Beta, Live, or similar delivery stages.
- Experience working within balanced Agile teams consisting of:
- Product Owners
- UX Designers
- Developers

- Strong stakeholder engagement and collaboration skills.

Technical Skills – 30%
- Strong proficiency with UX/UI design and prototyping tools, including:
- Figma
- Justinmind
- InVision
- Sketch
- Adobe Creative Cloud
- Axure
- Zeplin

- Knowledge of HTML5 and CSS3.
- Knowledge of JavaScript is an asset.
- Exposure to React, Angular, or NodeJS is an asset.
- Familiarity with Azure DevOps is an asset.
- Thorough understanding of web development technology limitations and appropriate application.

- Excellent ability to communicate design processes, concepts, ideas, and solutions clearly.

Nice-to-Have Qualifications

- Previous Ontario Public Service (OPS) or public-sector experience.
- Knowledge of DABL (Discovery, Alpha, Beta, Live) or similar digital delivery frameworks.
- Experience with accessibility compliance and inclusive design.
- Experience working with established design systems and Service Design frameworks.

Ideal Candidate Profile The ideal candidate is an Intermediate UX Designer with 3+ years of experience delivering user-centered digital products in complex Agile environments. The candidate should be highly proficient in Figma and UX research/prototyping, with strong capabilities in responsive/mobile-first design, usability testing, stakeholder engagement, and design iteration. Public-sector experience, DABL methodology, accessibility testing, and knowledge of modern front-end technologies will provide an additional advantage.
