Job Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Technology Architect / Senior IT Business Analyst with a strong business background and expertise in cloud services, enterprise platforms, platform product management, business analysis, and technology service operationalization.

The ideal candidate will have experience working with Azure, AWS, IaaS, PaaS, cloud services, data and analytics platforms, and enterprise hosting environments, with the ability to translate business requirements into actionable technology strategies, product roadmaps, and service plans.

Must-Have Qualifications

- Senior-level experience as a Technology Architect, Technical Architect, or IT Business Analyst with a strong business background.

- Strong experience focusing on Cloud Services and Enterprise Platforms.

- Demonstrated experience in platform product management for:

- Complex cloud services

- Data and analytics platforms

- Enterprise technology platforms

- On-premises hosting services

- Strong business analysis experience, including the ability to:

- Elicit business requirements

- Analyze requirements

- Document requirements

- Validate requirements

- Manage requirements throughout the delivery lifecycle

- Experience collaborating with business stakeholders, architects, technical teams, and project resources.

- Demonstrated ability to align technology solutions with strategic business objectives.

- Hands-on knowledge and experience with IaaS and PaaS environments.

- Experience working with both Microsoft Azure and AWS.

Key Deliverables The successful candidate will support the establishment, sustainment, and continued maturation of the Product Management practice within DCO.

- Maintain and evolve existing cloud services and on-premises hosting products.

- Advance product capabilities, governance, service delivery, and operational maturity.

- Provide product management support for priority Operational Plan initiatives.

- Support enterprise initiatives involving:

- Cloud services

- Data and analytics platforms

- On-premises hosting services

- Develop and maintain product roadmaps.

- Support service evolution and investment planning.

- Translate strategic priorities into actionable product and service plans.

Key Responsibilities

Cloud &

- Hosting Product Management

- Sustain and manage existing cloud and on-premises hosting service products.

- Ensure service continuity, quality, operational readiness, and alignment with branch priorities.

- Support the evolution of enterprise technology services and platform capabilities.

- Develop product strategies, business cases, roadmaps, and service plans.

Product Management Maturity





- Mature and operationalize product management practices across DCO.

- Develop and maintain product management artifacts, processes, and governance.

- Establish consistent approaches for product planning, delivery, sustainment, and evolution.

- Support improvements to product management and service delivery maturity.

Business Analysis &

Requirements

- Provide senior-level business analysis services for large and complex IT initiatives.

- Elicit and analyze requirements from business and technical stakeholders.

- Document, validate, prioritize, and manage business and technology requirements.

- Translate business needs into technology solutions and actionable product plans.

- Work closely with architects, technical teams, project managers, and business stakeholders.

Planning &
- Governance

- Support planning, execution, and reporting for Operational Planning initiatives.

- Develop technology product roadmaps and service evolution plans.

- Support investment planning and business case development.

- Coordinate governance activities across cloud, data, analytics, and hosting services.

- Track risks, dependencies, milestones, and delivery progress.

Stakeholder &
- Executive Engagement

- Engage stakeholders across business and technical teams.

- Translate complex technical concepts into clear and decision-ready information.

- Prepare presentations, reports, recommendations, and executive-level updates.

- Provide senior leadership with clear information regarding progress, risks, dependencies, and decisions.

- Operate effectively within a complex, matrixed organizational environment.

Platform Product Management Experience – 20%

- Demonstrated experience managing complex enterprise technology products and platforms.

- Experience with product management for:

- Ontario Public Service (OPS) or broader public-sector experience is an asset.
