We areseeking a strategicand results-oriented Program Manager, SupplyChain Management to join ourorganization in Ottawa, Canada. Asthe primary liaisonbetween the Lineof Business, Engineering, Operations, andexternal suppliers, the Program Manageraligns supply chainstrategy with businesspriorities to enablepredictableprogram execution, operationalexcellence, and profitablegrowth.

This rolecombines strategic planningwith disciplined executionto optimize supplychain performance, improvecustomer outcomes, andstrengthen organizationalcompetitiveness.

Key Responsibilities

Serve as theembedded Supply Chainstrategic partner tothe Line ofBusiness, ensuring supplychain strategies alignwith business objectives, customer commitments,andprogram priorities.

Drive program performanceby managing andoptimizingQuality, Cost, andScheduleobjectives throughout theprogram lifecycle.

Develop and implementend-to-endsourcing strategies thatimprove competitiveness,support capacity readiness, meet quality expectations, and optimize totalcost of ownership.

Lead cross-functionalplanningactivities to ensurealignment between SupplyChain, Engineering, Operations, Finance, Quality, and Program Management.

Communicate business requirements, demand forecasts, proposalstatus, acquisitionstrategies, supplier developmentplans, and riskmitigation strategies tokeystakeholders.

Develop material costestimates, establish budgetbaselines, monitor forecastaccuracy, and proactivelyidentify cost, schedule,and supply risksand opportunities.

Balance technical, commercial, and operational considerationsto supportrevenue objectives, securityof supply, customersatisfaction, and program execution.

May facilitate concurrent engineeringinitiatives, includingDesign-to-Cost(DTC), Designfor Excellence (DFX), and early supplierengagement to improvemanufacturability andlifecycle value.

Lead make-versus-buy analyses andprovide strategic recommendationsthat support businessobjectives, operational capability, and financial performance.





Serve as theSupply Chain leadfor customerproposals and newbusiness pursuits, ensuringcompetitive sourcing strategies, costestimates, supplier readiness, and risk assessmentsare incorporated intobid responses.

Foster collaborativerelationships with suppliersand internal stakeholdersto support innovation, strategic partnerships, and long-termbusinesssuccess.

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or related field

10+ years of professional experience in supply chain management, program management, procurement, or related roles

Proven track record of successfully managing complex, multi-phase supply chain programs from conception through completion

Strong analytical and problem-solving skills with demonstrated ability to interpret data and make informed strategic decisions

Proficiency with enterprise resource planning (ERP) systems (e.g., SAP, Oracle, or equivalent)

Advanced proficiency in Microsoft Excel and data analysis tools

Demonstrated experience with project management tools and methodologies

Exceptional stakeholder management and cross-functional team leadership capabilities

Robust organizational and time management skills with proven ability to manage multiple competing priorities

Knowledge of supply chain risk management, business continuity planning, and supplier development best practices

It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. Applicants may be required to meet additional security requirements in order to gain access to technical data, classified areas or information that is subject to international regulations. You must be eligible to work in Canada.

The hiring range for this position is $128,000-$140,000. This role is eligible for a management incentive plan. Our goal is to provide a fair and competitive offer based on an assessment of internal equity and your qualifications, including:
