CBVRCE 2026 CONF-002, Payroll Manager (Permanent, Non-Union) Position: Payroll Manager, CBVRCELocation: CBVRCE Central Office, Finance Department (occasional travel may be required)Salary Range: $88,728 to $110,910 (Band 10 of the Nova Scotia Education Entities Non-Union Compensation Framework)Position Status: Full-time Non-Union positionApplication Deadline: April 24, 2026 by 11:59 pm.Required QualificationsRelated university degree in Business or Commerce, preferably with a major in accountingSignificant experience in a payroll services role with expertise in SAP payroll functionalitiesLeadership or supervisory experience in a payroll environment would be an asset.Demonstrated expertise in the use of ExcelAn equivalent combination of education and experience may be acceptedAn understanding of the education sector would be an assetApplicant Requirementsupload a completed resume with the applicationupload copies of professional licenses, accreditations, and certifications supporting qualifications required for the position.enter 3 references (supervisory references are required, including current or recent immediate supervisor)Applicants with disabilities who require assistance during the application process may contact Michelle MacLeod at or to request reasonable accommodations.Scope of Responsibilities The Payroll Manager works within a team environment and reports directly to the Director of Finance.Payroll Manager is responsible for analyzing and resolving operational issues within a confidential and deadline-driven environment.Responsible for achieving a high standard of accuracy, efficiency and compliance in the provision of payroll services in accordance with all collective agreements and legislative requirements while ensuring adequate controls are developed and maintained to contribute to the fiscal management of Centre resources.In conjunction with the Coordinator of Finance, develops, implements, and manages the plan for the annual taxation reporting cycle and ensures reconciliations of the payroll general ledger accounts, payroll system details, third party remittances, Canada Revenue Agency reports and remittances, and other items as required.Competencies The ability to manage and coach a team working in a complex financial and/or payroll environment to ensure accuracy, compliance and maximization of employee performance and effectiveness; The ability toapply experience and knowledge in the operation of a complex,



integrated financial and/or payroll system; The ability toapply strong analytical and problem solving skills with an inquiring mindset; The ability toapply knowledge and experience using current technology such as spreadsheets, database and word processing software, email and internet; The ability toapply knowledge and experience in the interpretation and application of compliance legislation in a complex financial and/or payroll setting; Strong abilityto set and manage priorities and make decisions accordingly; Strong interpersonal skills and oral and written communication skills; Demonstrated commitmentto strong client service to both internal and external stakeholders; The ability toencourage and promote staff development through coaching, mentoring and technical and/or interpersonal skills training; The ability toworkeffectively in a highly unionized environment governed by collective agreements; The ability toapply knowledge, experience and commitment in the areas of race relations, cross cultural understanding, human rights and diversity; The ability toworkand communicate effectively within the department, with other departments and schools as well as outside agencies such as provincial departments, Canada Revenue Agency and benefits carriers; The ability topromote and maintain confidentiality as the norm; The desire andability to engage in continuing education and professional development.Maintenance of in-depth knowledge of all collective and other agreements and proper implementation within the Accounting system so that pay is correctly calculated and paid on time.Liaison with various partners to ensure that SAP upgrades and support packs are properly implemented, tested and causing little, if no interruption to the accounting system.Safeguards files and records pertaining to payroll.Answers queries regarding payroll, salaries and deductions.Performance of annual appraisals of the payroll staff.Other related duties as assigned.Specific Job Components Manage the overall payroll function, ensuring timely and accurate preparation of payrolls and ensuring appropriate reconciliations and reporting are completed regularly; Oversee the activities of the payroll staff and provide support to the payroll team to ensure payroll services are delivered in a timely,



efficient and compliant manner; Ensure an appropriate level of direction, support, training, coaching and counselling is provided to payroll staff; Ensure payrollprocesses and procedures are continuously updated and disseminated to payroll staff; Ensure effective security measures are in place and access is controlled to safeguard the payroll database and to protect the privacy of employees; Facilitate on-going, constructive, open communication between Payroll and other divisions of the organization (e.G. Human Resources) and seek appropriate resolution to matters of mutual interest and shared responsibility; Communicate relevant payroll information to employees, schools and departments; Provide assistanceto and work cooperatively with the Department of Education and Early Childhood Development, auditors, Canada Revenue Agency, Workers’ Compensation Board, pension providers, the Department of Finance Payroll Services Group and IBM, and other agencies as required; Assist with the annual Pension Report for non-teaching employees as required by the Pension Committee; Assist in the preparation of the Annual Report of Salaries and Expenses; Actively maintain current knowledge of payroll legislation and regulations, CBVRCE union contracts and general ledger classifications; Participate inbusiness continuity and operational planning activities, including goal and priority setting for the division; Manage human and fiscal resources within the payroll division effectively and efficiently; Facilitate performance management process with payroll employees as required; Actively participate in committees responsible for developing and overseeing HR/Payroll processes and technical systems development within the Cape Breton-Victoria Centre for Education, and with other regional centres and the Departments of Education and Finance; Coordinate thepayroll division’s participation in all systems development, technical upgrades and testing requirements; Proactively cultivate and maintain strong working relationships within the Centre, with other regional centres, with service providers and with the Departments of Education and Finance; Coordinate thesignificant effort required to ensure that all taxation year-end activities are completed within the established deadlines; Lead discrete elements of the taxation year-end activities, including pension adjustment calculations, submission of year-end adjustments and finalization of t-slip amendments; #J-18808-Ljbffr
