Position Title: RQ00756 - Senior Business Analyst
Location: Toronto, Ontario

Position Overview
Successful candidate will provide comprehensive business analysis services across complex electronic health-related initiatives. The role will involve working closely with business stakeholders, subject matter experts, project teams, and technology teams to gather, analyze, document, and translate business and data requirements into effective I⁢ solutions.
The Senior Business Analyst will also contribute to business analysis standards, processes, policies, modeling, requirements management, stakeholder engagement, project planning, and continuous business improvement.
Key Responsibilities
- Lead and conduct business analysis activities to identify and assess business problems, opportunities, requirements, and potential I⁢ solutions.
- Engage with business stakeholders, Subject Matter Experts (SMEs), project teams, and technical teams to gather, document, validate, and prioritize requirements.
- Develop and maintain Business Requirements Documents (BRDs), specifications, process documentation, presentations, briefing notes, and other project artifacts.
- Conduct business, process, data, and use-case modeling to support solution development.
- Develop conceptual and logical data models, process flows, data flows, business rules, use cases, and non-functional requirements.
- Facilitate requirements-gathering sessions, including interviews, workshops, JAD sessions, meetings, and mockup reviews.
- Support electronic health record (EHR) planning and change requests through established change-management workflows.
- Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business and I⁢ initiatives.
- Apply business process re-engineering concepts to identify opportunities for improved and cost-effective service delivery.
- Coordinate business analysis activities across different project phases while aligning with applicable project management, architecture, gating, and systems development methodologies.
- Develop performance measures and requirements traceability matrices to monitor business analysis effectiveness and project requirements.
- Monitor project progress, identify and resolve issues, and provide regular status updates to management and stakeholders.
- Work closely with QA teams on testing approaches, strategies, planning, and requirements validation.
- Support application security, privacy, information management, and accessibility considerations where applicable.
- Provide recommendations based on emerging I⁢ trends and technologies.
- Ensure project deliverables, milestones, documentation, and knowledge are effectively communicated and transferred to the Agency team.
Mandatory Qualifications – Must Have
Candidates must demonstrate all of the following:
1. Electronic Health / Healthcare BA Experience
- Minimum 8 years of Business Analysis experience working on electronic health-related projects.
2. Public Sector Experience
- Experience working in the public sector is mandatory.
- Healthcare/public-sector experience is strongly preferred.
3. Project Management Knowledge
Strong understanding and practical experience with Project Management concepts, including:
- Project goals and objectives
- Scope management
- Risk management
- Project planning
- Participant/stakeholder roles
- Quality management
- Project timelines and deliverables
4. Business & Data Modeling
Hands-on experience with:
- Business modeling
- Use case modeling
- Conceptual data modeling
- Logical data modeling
- Process modeling
- Data flow modeling
- Use case surveys
- Business rules definition
- Non-functional requirements (NFR) definition
5. Communication & Stakeholder Management
- Excellent verbal and written communication skills.
- Robust stakeholder engagement and relationship-management capabilities.
- Ability to communicate effectively with business stakeholders, SMEs, project teams, management, and technical teams.
General Qualifications
- Experience translating business problems and opportunities into clearly defined business and I⁢ requirements.
- Experience applying business process re-engineering concepts to improve service delivery.
- Experience working within structured, object-oriented, and Agile methodologies.
- Experience developing strategies, business cases, cost-benefit analyses, and feasibility studies.
- Strong requirements-gathering and documentation capabilities.
- Experience preparing presentations, briefing notes, project documentation, and business artifacts.
- Experience using CASE tools or comparable tools to document conceptual requirements and scope.
- Strong analytical, problem-solving, decision-making, negotiation, and interpersonal skills.
- Ability to monitor project progress, identify issues, and communicate status to management and stakeholders.
- Ability to develop performance measures and requirements traceability matrices.
- Ability to work independently while contributing effectively as part of a project team.
- Proven ability to manage deadlines and deliver high-quality deliverables within project timelines.
Desired / Nice-to-Have Skills
- Ability to translate complex business and data requirements into specifications suitable for technology solution design.
- Experience with structured, object-oriented, and Agile requirements methodologies.
- Experience developing business analysis performance measures and conducting follow-up evaluations.
- Experience working closely with QA teams on testing strategy, approach, planning, and execution.
- Knowledge of application security and privacy standards.
- Knowledge of Information Management principles, policies, concepts, and practices.
- Experience with business functional modeling, business event modeling, and business process mapping.
- Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
- Awareness of emerging I⁢ technologies and trends.
