The Licensing and Compliance Monitoring Branch (LCM) supports the quality of Continuing Care in Alberta by licensing, inspecting, auditing, and investigating complaints to ensure all continuing care accommodations and publicly funded services meet legislated standards.The Senior Program Analyst is responsible for identifying the branch’s business needs, determining scope, and engaging stakeholders to support necessary changes. This includes leading or supporting strategic initiatives, assessing business needs, conducting research, updating and analyzing Programs, Policies and Processes, reviewing external policy impacts, evaluating performance measures, and preparing related documentation and recommendations.ResponsibilitiesDevelop and evaluate options—from no change to full replacement or discontinuation—while considering urgency, resources, legislation, and technology.Collaborate with branch staff, subject‑matter experts, and stakeholders to design practical recommendations.Lead and support branch program initiatives, integrating approved programs,
policies and process recommendations into operations and developing implementation strategies and plans.Monitor progress, resolve issues, and raise concerns when necessary.Provide coaching, subject‑matter expertise, and interpret data to support change and action planning for short‑ and long‑term priorities.Mentor team members, promote strong communication, and demonstrate adaptability in ambiguous environments.CompetenciesSystems Thinking : Identify emerging issues, challenges, and opportunities; provide options and develop recommendations to mitigate legal or political risk.Build Collaborative Environments : Plan, implement, and assess programs in collaboration with ministry staff to ensure an integrated consultation program across the province.Drive for Results : Maximize resources to achieve outcomes aligned with organizational goals while maintaining accountability.Develop Networks : Proactively build and maintain effective partnerships with multiple stakeholders, including Indigenous communities.Agility : Adapt strategies to long‑term goals through current ideas and solutions.QualificationsUniversity graduation (4 years)
in a related field plus 4 years progressively responsible related experience; or equivalent as described below.Equivalency:1 year of education for 1 year of experienceor vice‑versa.Preference for applicants with advanced verbal and written communication skills, ability to navigate conflict and build consensus.Minimum of 5–7 years experience in communication, drafting briefing notes, memos, professional writing, and presentations.Proven experience in writing and editing business correspondence, communications, and briefing notes.Experience in a political/public service environment and familiarity with Government of Alberta planning, budgeting, and decision‑making processes.Knowledge of ARTS system and ministerial correspondence user guide.Strong analytical and research skills to interpret data and improve communication strategies.Demonstrated ability to lead a team and oversee multiple projects simultaneously.Knowledge of financial management.Familiarity with SharePoint, Adobe Creative Suite, project management tools, MS Office, and other relevant software.Strong interpersonal skills and stakeholder collaboration ability.Knowledge and experience with engagement, communications, and visual communications; certification is an asset.Knowledge of GOA style guides and APA professional writing practices.Handling of sensitive or confidential information with discretion and professionalism.Experience and training in project management lifecycle and change management.Recruitment InformationThe application deadline is April 21, 2026.
