Responsibilities:

Support client wide‑range business information requirements, implementing and supporting business intelligence software solutions

Develop and support customized query applications that analyze key business data

Develop and support guided analysis and drill‑down functionality, schedule report generation, and implement opportunity and key‑trend alerts

Provide clients with approach options and tools for managing business‑related data to support quantitative analysis of progress and the relationship between operational actions and business objectives

General Skills:

Experience analyzing data in source systems to identify data cleanliness issues (e.g., missing values, duplicate values, and invalid data)

Experience developing feedback processes to correct corrupt data in source systems

Experience developing data extraction, transformation, and load (ETL) programs for daily and initial loads across relational and multi‑dimensional data stores

Experience developing, implementing, and maintaining schedule/dependency logic for ETL scripts

Experience developing monitoring and error‑notification processes to ensure data is updated as designed

Experience developing automation extraction, cleansing, and load scripts

Experience generating research models and reports (scheduled and ad‑hoc)

Proven troubleshooting and analytical experience

Experience in process decomposition/mapping and business process re‑engineering, and complex data models using UML

Experience using development tools and business re‑engineering software

Experience developing enterprise architecture deliverables (business, logical, and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines

Knowledge and experience developing data analysis applications

Knowledge and understanding of Information Management principles, concepts, policies and practices

Ability to advise on developing and integrating process and information models to eliminate redundant business processes

Hands‑on experience documenting interface specifications between BI solutions and external applications

Extensive experience with conceptual, logical, and physical data‑modeling tools such as Power Designer and Visio

Knowledge of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Key Deliverables:

Support, influence, and impact the use of analytics and strategy across the enterprise

Help develop and support analytics tools and best practices across the enterprise

Provide consulting services to ministry business partners regarding their information consumption and analytical needs

Participate in creating detailed plans and accurate estimates for development, testing, and implementation of projects or programs





Contribute to successful project completion by identifying risks and recommending mitigation strategies

Participate in Proof of Concept or Proof of Technology projects

Expertise & Training for Business Users:

Help develop proposals and feasibility studies for small to medium projects; conduct technology research, evaluate analytics tools, and produce strategy/direction papers

Provide advice and guidance in advanced statistical modeling, econometrics tools, and techniques

Provide planning advice on data use and capacity building for advanced analytics and data analysis within the ministryProvide guidance on the statistical relevance of data to project teams

Scope: The consultant must have a minimum of 10+ years of the following skills and experience:

Experience communicating with business stakeholders and providing guidance to ensure successful project delivery on time

Experience working with and analyzing large, diverse data sets; identifying relationships and themes for policy development

Strong knowledge of designing, developing, and implementing analytics solutions using administrative data

Knowledge of statistical and modeling techniques (econometrics, probability, inference, regression, machine learning, etc.)

Knowledge of advanced data visualization tools and statistics and analytical tools (R/SAS/SPSS; R Shiny, Power BI, Tableau)

Strong interpersonal, written, and oral communication skills across all levels

Excellent analytical, problem‑solving, and decision‑making skills, and a team‑working attitude

Outstanding consulting and relationship‑management skills, ability to elicit requirements and provide effective guidance

Experience with analytical methods and tools (data mining, machine learning, NLP, etc.)

Ability to manipulate and analyze complex, high‑volume data from structured and unstructured sources

Experience designing high‑quality interfaces to present information meaningfully to end users

Broad understanding of data management, financial and business analysis, database architecture, and information visualization

Proficiency in query languages and constructing complex query statements; experience in programming or scripting languages

Solid investigative and logical skills, proficiency in mathematics and statistics

Awareness of emerging BI trends and directions

Knowledge Transfer:

Knowledge transfer must be completed one week prior to the end of the project

All deliverables, design, support, release, and training documents must be checked into version control repositories (e.g., SharePoint, HPQC, TFS)





Project managers and ministry staff must be regularly informed in writing of document locations and receive at least one walkthrough of all documentation during the final knowledge‑transfer activities

Knowledge will be transferred through 1‑on‑1 sessions, emails, document updates, and reviews

Core Skills – 35%:

Database design (SQL Server, Oracle)

Developing BI and analytics roadmaps for clients (e.g., Microsoft BI)

Advanced data visualization tools (R Shiny, Google Analytics, Tableau, Power BI)

Data preparation and scripting (OpenRefine, Python, DAX)

Statistical analysis, data mining, machine learning, NLP, and predictive/prescriptive analytics

Data warehousing and dashboards

Econometrics and statistical inference techniques

Large‑scale data extraction, transformation, and load for relational and multi‑dimensional stores

Other Technical Skills – 35%:

10+ years experience with Business Analysis

Experience with post‑secondary administrative data assets

Experience managing large, diverse data sets and identifying relationships

Experience creating detailed plans and estimates for development, testing, and implementation of projects/programs

Experience reporting and documenting

Experience with data management, financial and business analysis, database architecture, and information visualization

Experience with statistical analysis, data mining, machine learning, and algorithms

Communication – 20%:

Analyzing requirements to determine functional and system requirements; leading initiatives from end to end

Documenting system design and producing technical specifications and architectural artifacts

Understanding challenges in government projects related to data

Analytical problem‑solving and decision‑making capabilities

Managing multiple teams across various areas during delivery

Excellent verbal, written, and presentation skills

Collaboration with client organizations; meeting strict deadlines

Knowledge of industry methodologies, best practices, and standards

Public Sector Experience – 10%:

Experience working within OPS, especially in Learning Ministries

Experience developing applications that comply with GO‑ITS standards

Understanding ministry data challenges and issues

BI Specialist mix of Dev and BA – 7+ years

Must Haves:

Demonstrated experience with database design (SQL Server, Oracle)

Experience developing BI and analytics roadmaps for clients (e.g., Microsoft BI)

Working knowledge data visualization tools and techniques (statistical graphics, plots, information graphics). Interest in R Shiny, Google Analytics, Tableau, Power BI (R Shiny or R Server a MUST)

Experience with a range of analytical methods and tools (statistical modeling, data mining, machine learning, NLP, business performance management, benchmarking, text mining, prescriptive analysis)

Proficiency with statistics and modeling techniques (econometrics, inference, confidence intervals, regression, machine learning, hyper‑parameter search)

Nice to have: Power BI, PS, 10+ years Business Analysis experience
