Key Responsibilities

Develop and execute the business development strategy for government and public sector markets.

Identify, qualify, and pursue new business opportunities with ministries, municipalities, public agencies, and state-owned enterprises.

Build and maintain strong relationships with government stakeholders, procurement authorities, and key decision-makers.

Identify upcoming tenders and procurement opportunities and coordinate proposal development.

Manage the full sales cycle, from opportunity identification through contract negotiation and implementation handover.

Establish strategic partnerships with local and international technology partners, system integrators, and consulting firms.

Collaborate with Marketing, Product, and Delivery teams to develop competitive solutions for public sector customers.

Monitor government digital transformation initiatives, funding programs, and regulatory developments to identify growth opportunities.





Represent elDoc at industry conferences, government events, and networking activities.

Maintain accurate sales forecasts, pipeline management, and business development reporting.

Qualifications

Bachelor’s degree in Business Administration, Information Technology, Public Administration, or a related field.

Minimum 5 years of experience in B2B business development, enterprise sales, or account management, preferably within the government or public sector.

Demonstrated success in selling enterprise software, digital solutions, or IT services to government organizations.

Experience with public procurement procedures and tender management.

Strong negotiation, relationship management, and presentation skills.

Ability to engage senior executives, government officials, and strategic partners.

Excellent communication skills in English; additional local languages are an advantage.

Preferred Experience

Experience in document management, workflow automation, eGovernment, digital transformation, or enterprise software.

Established network within government institutions and public sector organizations.

Experience working with system integrators and technology partners.

Knowledge of public sector procurement regulations and compliance requirements.
