Responsibilities
- Maintain up-to-date knowledge of applicable regulatory requirements (e.g., FINTRAC, OSFI, FCAC, CDIC, OPC) and support the implementation and ongoing enhancement of the Bank’s Regulatory Compliance Management (RCM) Program.
- Lead and execute the Bank’s Compliance Monitoring and Testing Program, including planning, scoping, methodology design, and execution of periodic testing activities.
- Develop and maintain the annual testing plan and calendar, ensuring alignment with evolving regulatory expectations, internal policies, and changes in business processes.
- Identify, assess, and document control gaps, observations, and issues; collaborate with business units to develop practical remediation plans, and track issues through to timely resolution.
- Prepare and deliver clear, concise testing reports and management information (MI) to stakeholders, including senior management, the Parent Bank, and regulators, as required.
- Coordinate and support compliance-related projects and initiatives, ensuring milestones are met and deliverables are completed in accordance with project timelines and quality standards.
- Support the design and delivery of compliance training programs, leveraging testing results to address control weaknesses and enhance awareness across the organization.
- Provide leadership and oversight to Compliance Test Analyst(s), including guidance on testing methodology, review of workpapers, and performance management.
- Foster strong collaboration across the Compliance function and with business units to ensure consistency, accuracy, and timeliness of testing outcomes.
Qualifications
- Minimum 2 years of experience in Compliance Monitoring & Testing within a financial institution, with exposure to Compliance and AML functions.
- 5+ years of combined experience in Anti-Money Laundering (AML), Regulatory Compliance, or related areas. Candidates with more senior experience may be considered for a higher-level role.
- Demonstrated experience in AML or Compliance program execution, with exposure to testing, issue management, and/or program governance. Hands-on experience in AML program management is an asset.
- Solid knowledge of Canadian regulatory requirements, including FINTRAC, OSFI, FCAC, OPC, and CDIC, and the ability to interpret and operationalize regulatory expectations.
- Proven experience in Compliance or Risk functions, preferably with people management or supervisory experience.
- Strong analytical and critical thinking skills, with the ability to assess risks, identify control gaps, and drive practical solutions.
- Excellent written and verbal communication skills, with the ability to prepare clear, concise reports and present findings to stakeholders.
- High level of professional integrity and ethical standards, with the ability to handle sensitive and confidential information.
- Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines in a rapid-paced environment.
- Detail-oriented, with a strong focus on accuracy, quality, and continuous improvement.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint); experience with compliance or data analysis tools is an asset.
- Proficiency in English is required; Mandarin language skills are considered an asset to support business and stakeholder needs.
- Professional designation (e.g., CPA, CAMS, JD/LLB) or an advanced degree in a related field is considered an asset.
