Position Overview

Reporting to the VP, Treasury Services, the Director, Capital Management leads the enterprise capital planning and management framework, including the design and execution of capital forecasting, capital stress testing, and related processes that enable effective capital management and governance. The role establishes and strengthens capital management practices across Planning, Profitability, Corporate Finance, Risk, Treasury, and other relevant lines of business.

The Director is responsible for developing the annual capital plan and quarterly forecasts, leading ICAAP and stress testing activities, interpreting regulatory requirements, and delivering analysis, reporting, and recommendations to senior management and governance committees. The role provides strategic advice on capital planning, capital ratio targets, and capital management actions to support the organization’s financial objectives, risk appetite, and regulatory commitments.

Responsibilities

Capital Planning and Management

- Prepare the annual capital plan and quarterly capital forecasts.
- Execute the capital management policy across the organization, including determination and recommendation of appropriate capital ratio targets to support the company’s capital objectives.
- Assess and communicate trends in capital generation, capital requirements, and the outlook for the organization’s capital position.




- Recommend capital ratio targets and risk appetite limits that are appropriate for the organization and its capital risks.
- Provide advice and recommendations to senior Treasury, Finance, and ALCO on capital management and planning actions.
- Conduct capital assessments to support dividend recommendations.
- Establish and maintain a capital planning strategy that anticipates future capital management needs and incorporates business and client-level assessments.
- Partner with relevant lines of business to support organizational strategy and deliver key capital management and planning initiatives.

Stress Testing and ICAAP
- Collaborate with Finance and Risk to deliver the Internal Capital Adequacy Assessment Process (ICAAP), including scenario analysis and supporting documentation.
- Lead the corporate capital stress testing program, including the design and execution of stress testing procedures, controls, and governance.
- Prepare regular stress testing analysis to highlight potential and emerging vulnerabilities in the capital position and outlook.
- Develop, enhance, and maintain processes and financial models to support the annual ICAAP process, including scenario development, stress testing impact assessments, modelling, analysis, and communication of results.
- Create financial models reflecting regulatory and enterprise-defined stress scenarios, interpret model outputs, and identify appropriate actions and capital management responses.
- Participate as a key member of capital working groups, presenting stress test results and recommended capital management actions.

Capital Regulations, Policy, and Governance
- Monitor, research, and interpret developments in OSFI capital regulations, ICAAP requirements, and Basel framework guidance to assess regulatory capital, financial, and balance sheet implications.
- Implement and monitor the effectiveness of capital management procedures, recommending improvements to enhance efficiency and strengthen controls.
- Oversee capital management and capital stress testing policies and procedures.
- Prepare updates, reports, memos, presentations, and materials for ALCO, Finance, and other management or committee forums to support effective capital oversight and management.
- Communicate regulatory changes, stress testing results,



and broader capital management implications to senior management and governance committees.

Leadership, Strategy and Systems
- Provide people leadership to a small team, including setting priorities, overseeing deliverables, coaching development, and ensuring high-quality execution of capital management responsibilities.
- Provide guidance, oversight, and subject matter expertise to other team members on duties associated with capital management.
- Create and advance strategies for tools and systems that support forecasting, capital planning, and capital management.

Qualifications

- University degree in Finance or Accounting with a professional accounting designation and/or MBA
- Minimum 8-10 years of experience in corporate finance, preferably in financial services, capital markets and treasury
- Robust knowledge of OSFI guidelines and familiarity with capital and regulatory frameworks.
- Demonstrated ability to research, interpret, and implement new regulatory guidelines
- Proven ability to synthesize large volumes of ambiguous or unstructured data into value-added analysis, reporting, and strategic insights.
- Advanced financial modelling skills, with expert proficiency with Microsoft Excel.
- Strong experience preparing and delivering clear, insightful management reporting and presentations for senior executives and governance committees.
- Well-developed leadership, analytical, planning, forecasting, and communication skills.
- Strong interpersonal skills, with the ability to build effective relationships with peers, internal partners, management, and senior leadership.

Job Specific Competencies

- The salary band for this position ranges between $120,000 - $168,000.
- Individual pay is determined by factors such as job-related skills, market conditions, relevant experience, education, training, and internal equity.
