Core Responsibilities
- Provide strategic leadership and direction for all municipal financial operations and long-term financial planning.
- Serve as a member of the Senior Leadership Team and provide expert financial advice to Council, the CAO, and senior management.
- Fulfill the statutory responsibilities of Treasurer in accordance with the Municipal Act and other applicable legislation.
- Lead the development of annual operating and capital budgets, long-range financial plans, and ten-year capital forecasts.
- Direct financial reporting, accounting operations, taxation, treasury management, reserve administration, and payroll oversight.
- Ensure the accurate preparation and submission of annual financial statements, Financial Information Returns (FIR), and other legislated reports.
- Monitor cash flow, investments, debt management, banking relationships, and borrowing requirements.
- Develop, implement, and maintain financial policies, procedures, internal controls, and financial systems.
- Oversee municipal taxation, revenue collection, development charges, and related financial services.
- Support corporate asset management planning and ensure alignment with long-term financial sustainability objectives.
- Provide oversight of corporate insurance programs and risk management initiatives.
- Lead and support grant funding opportunities and financial aspects of strategic corporate initiatives.
- Prepare and present reports, recommendations, financial analyses, and presentations to Council and Committees.
- Liaise with auditors, government agencies, funding organizations, financial institutions, and other external stakeholders.
- Foster cooperative relationships across the organization and within the community.
- Ensure compliance with all applicable legislation, accounting standards, municipal policies, and governance requirements.
- Promote a culture of accountability, continuous improvement, customer service, and operational excellence within the Finance Department.
Qualifications
Experience
- Minimum seven (7) years of progressive experience in municipal finance, accounting, budgeting, treasury, or financial administration.
- Minimum ten (10) years of senior management experience with responsibility for financial leadership and organizational decision-making.
- Demonstrated experience leading strategic financial planning, annual budgeting processes, and financial reporting.
- Experience presenting reports and recommendations to senior leadership, committees, and elected officials.
- Experience developing and implementing financial policies, procedures, and internal control frameworks.
- Municipal sector experience is strongly preferred.
- Proven experience leading organizational change initiatives and continuous improvement projects is considered an asset.
Qualifications & Skills
- Chartered Professional Accountant (CPA) designation is preferred.
- Certified Municipal Revenue Practitioner (CMRP) designation is preferred.
- Degree in Accounting, Finance, Business Administration, Public Administration, or a related discipline, or an equivalent combination of education and experience.
- Strong knowledge of municipal finance, applicable legislation, and public sector accounting principles.
- Working knowledge of the Municipal Act, municipal taxation, budgeting, asset management, and financial reporting requirements.
- Excellent leadership, team-building, coaching, and interpersonal skills.
- Strong analytical, critical thinking, and problem-solving abilities.
- Exceptional communication, presentation, and report-writing skills.
- Ability to build collaborative relationships and achieve consensus among diverse stakeholders.
- Strong organizational skills with the ability to manage multiple priorities in a dynamic environment.
- Experience with enterprise financial systems; Keystone experience is considered an asset.
- Advanced proficiency with Microsoft Office applications.
Salary $135,888 - $158,962 / year
