TheGeneralManager of Emergency Managementis responsible forthe development, implementation, and coordination of the Mohawk Council ofKahnawà:ke’s(MCK) emergency management andbusiness continuity programs.

The Manager ensures that MCK can prepare for, respond to, recover from, and mitigate the impacts of emergencies and disasters affecting the community. This includes oversight of theKahnawà:keEmergency Program, hazard identification and risk assessments, preparedness planning, training and exerciseprograms, and post-incident recovery coordination.

The role requires strong corporate integration across all MCK departments to ensure preparedness and coordinated response capabilities, as well as external engagement with regional, provincial, and federal emergency management agencies and other partners.

The Manager works with theDirector of Public Safety, theChief Peacekeeper,theKahnawakeFireBrigadeChiefand the Manager ofPublic SafetyServices to ensure operational alignment between emergency management, fire and rescue operations, and enforcement services concerning emergency response and coordination.

Public Safetyand Emergency ManagementOperations

Lead the development, implementation, and maintenance of theKahnawà:keEmergency Program in compliance with applicable laws, regulations, and community priorities.

Manage and direct emergency preparedness, response, recovery, and mitigation activities.

Ensure the integration of business continuity planning into all MCK departments and operations.

Provide guidance and mentorship to Emergency Management Officers and other staff assigned to emergency management projects.

Collaborate with all MCK units to ensurepreparedness,plans, roles, and responsibilities are clearly defined and regularly exercised.

Chief Peacekeeper – for incident notification, incident response, hazard mitigation,



public safety enforcement during emergencies, evacuations, and hazard zones, and operational coordination.

Manager ofPublic SafetyServices – for public safety enforcement during emergencies, evacuations, and hazard zones.

Work with senior MCK leadership to ensure emergency management policies and procedures are embedded inMCKoperations.

Serve as MCK’s primary liaison to external emergency management partners, including provincial (Quebec) and federal emergency agencies, Indigenous emergency management networks, and mutual aid partners.

Represent MCK on regional and intergovernmental emergency management committees.

Coordinate external resources during incidents, ensuring cultural and community considerations are respected.

Develop and deliver community and staff training on emergency management, including tabletop exercises, full-scale drills, and after-action reviews.

Maintain thecommunityhazard risk assessment and update plans based on lessons learned, emerging risks, and infrastructure changes.

Oversee the development of public awareness campaigns and preparedness education.

Activate and manage the MCK Emergency Operations Centre (EOC) during emergencies.

Coordinate with incident commanders, the Director of Public Safety, and corporate leadership to ensure a unified and effective response.

Ensure operational continuity of the Public Safety Division during the Director’s absence, as needed.

Provide regular feedback, coaching, and performance evaluations.

Plan, coordinate, and oversee daily departmental activities to ensure service quality and efficiency.

Ensure compliance with all applicableregulations, policies, and safety standards.

Analyze operational performance and implement improvements.

Manage budgets, track expenditures, andoptimizeresource allocation.

Maintain effective communication with employees, senior leadership, clients, and stakeholders.

Prepare reports on performance metrics, trends, and outcomes.

Use data to make informed decisions and improve results.

Post-secondary education inEmergencyManagement,PublicSafety,Disaster andEmergencyStudies, or a related discipline, or Incident Command System Trainingplus three (3) years relevant experience in a related field.

Demonstrated experience developing and leading emergency planning, response and recovery programsis an asset.

Excellent organizational, time management, and problem-solving abilities.

Excellent verbal and written communication skills for effective interaction with team members, senior management, communitymembersand other stakeholders.

Strong project management skills.

Proficiencyin budget management and financial planning.

Proficient in Microsoft Office Suite and other relevant software.

Strategic emergency management planning and implementation.

Corporate and interdepartmental coordination.

Risk assessment and mitigation.

Ability to communicate in theKanien’kéhaand French languages is an asset.

Occasional overtime.

Hours may be long and irregular-on call requirement to ensure coordinationin the event ofmajor community emergency.

Preference will be given to Indigenous candidates. #
