Introduction

The Department of Families is seeking two qualified candidates to fill Child Development Specialist positions located in Winnipeg, MB. The Child Development Specialist is an integral part of Community Service Delivery. As a member of a multi‑disciplinary team based at Specialized Services for Children and Youth (SSCY), the Child Development Specialist provides early intervention services using a family‑centered approach for infants and pre‑school children with special needs/disabilities.

Duties

Reporting to the Early Intervention Program Manager, the Child Development Specialist works with families of pre‑school children who have disabilities/special needs and collaborates with a multi‑disciplinary team that may include Community Service Workers, preschool programs, other agencies, and therapists.

- Conducts assessments and monitors child development during the preschool years and develops an individual early intervention plan for each child.
- Assists with transitions into early learning settings such as preschool, childcare or school settings.
- Delivers services in the home and/or community setting through consultation and direct service, coaching parents or caregivers to implement recommended strategies.
- Identifies family needs beyond early intervention and consults with other service providers as appropriate.
- Provides education, training and support within the early intervention field to families, care providers and the community via parent education programs and community presentations.

Qualifications

- Post‑secondary degree or diploma in Early Childhood Education, Family Social Sciences or a relevant discipline. Other combinations of related education, training and extensive experience may be considered.
- Extensive experience in an early childhood environment focusing on children with support needs.

- In‑depth knowledge and experience with disabilities, inclusion, early child development stages, and basic approaches and techniques in early intervention.
- Ability to organise and prioritise in a complex work workplace with a high volume caseload and competing demands.
- Experience working effectively with multi‑disciplinary teams, including families, community service workers, preschool programs, agencies, therapists, etc.
- Ability to work independently and demonstrate a high level of initiative.
- Effective interpersonal skills.
- Proficiency with Microsoft Office Suite (Word, Excel, Outlook) or similar software applications.

- Must be legally entitled to work in Canada.
- Must provide and maintain a satisfactory Criminal Records Check with Vulnerable Sector Search.
- Must provide and maintain a satisfactory Child Abuse Registry Check.
- Must provide and maintain a satisfactory Adult Abuse Registry Check.
- Must have a valid Manitoba Class 5 Full Driver's licence and access to a vehicle for work purposes.
- Satisfactory Prior Contact Check.
