Position Summary:
As a Human Resources Manager you will provide leadership and strategic direction for all HR functions including recruitment, onboarding, training and development, employee relations, policy development and HR administration. You will ensure compliance with company policies, collective agreements, and relevant federal and provincial regulations. You will act as a liaison between union and management.
As a member of the collective bargaining team you will provide input into labour relations strategies.
You are a team player with the ability to manage priorities and is able provide support and direction. You are a Chartered Professional in Human Resources with experience in healthcare and/or a unionized environment. You have excellent communication skills, integrity and know the value of confidentiality.

ORGANIZATIONAL STRUCTURE
Mennonite Nursing Home is a recognized (e.g. accredited through Accreditation Canada) and established provider of long-term care (68 residents) in affiliation with the Saskatchewan Health Authority. The organization also provides housing options that include independent living units (8) at Country Gardens, assisted living (32) at Pineview Manor and a personal care home (20) at Sunrise Place.

GENERAL ACCOUNTABLITY
Reporting directly to the CEO, the Human Resources Manager will lead and direct all aspects of Human Resources and Labour Relations including collective bargaining, recruitment, benefit administration, employee relations, grievance resolution, performance, and ensuring compliance with organizational policies and practices.
KNOWLEDGE, SKILLS, ABILITIES
- Knowledge of The Saskatchewan Employment Act and related employment laws and guidelines
- Knowledge of modern management & human resource management principles and best practices
- Incorporation of the Mennonite Nursing Home’s Mission, Vision, and Values into daily work and projects

- Written & verbal communications skills for all levels of internal and external clients
- Ability to work independently with minimal direction

QUALIFICATIONS AND EXPERIENCE
- Minimum of 3-5 years of experience in human resources management and management/leadership experience.
- Chartered Professional in Human Resources (CPHR) designation required
- Experience in a unionized health care organization is an asset
NATURE AND SCOPE
- Act as liaison between union and management regarding all aspects of union/management relations
- Provide input into labour relations strategies and bargaining mandates as a member of the collective bargaining team
- Implement, administer, and interpret collective agreements, grievance decisions and arbitration awards
- Investigate, represent, and facilitate the resolution of disputes and grievances regarding interpretations of collective agreements, labour legislation, and human resources policies and practices
- Provide support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise
- Partner with the leadership team to develop and execute a human resources and talent strategy as it relates to current and future talent needs, recruiting, retention, and succession planning
- Serve as a liaison between MNH, brokers, and external benefit vendors, which may include health care, disability, and retirement plan providers
- Execute annual benefit open enrollment, communicate enrollment changes to insurance companies and the accounting team for employee payroll deductions
- Support the Education and Safety Supervisor to develop staff learning and development programs and initiatives that provide internal development opportunities for employees
- Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs
- Manage the talent acquisition process, such as recruitment, interviewing, selection of qualified applicants, and coordination of onboarding/orientation
- Collaborate with departmental managers to understand skills and competencies required for open positions
- Manage the performance review process, including rewriting job descriptions as needed
- Coordinate the employee resignation/termination process
- Develop, recommend, and implement personnel policies and procedures
- Collaborate with the CEO and the leadership team to resolve employee relation issues
- Monitor and ensure compliance with federal, provincial, and local laws and regulations; review and modify policies and practices to maintain compliance; advise leadership team on potential impact and needed actions
- Demonstrates a high level of ethical conduct and ability to maintain confidentiality of sensitive personnel information
- Perform other related special projects and duties, as assigned
