Overview - Commissionaires Manitoba is looking for an experienced Manager who has the ability to provide instruction, guidance, direction and leadership to the Bylaw Services team. The Manager would coordinate, promote a safe work environment, and monitor the team’s performance to maintain service levels and provide required mentorship and support. The Manager is also the primary point of contact for municipalities, local governments, and Bylaw clients, responsible for handling contract renewals and ensuring retention through the ongoing development of these valued relationships.

At least one (1) year experience in By-Law Enforcement, possess a current Manitoba Security License, and be able to complete the Commissionaires Upgrade Course (CUC) and the Commissionaires Bylaw Course.
The successful applicant is a rapid learner who possesses a proven history of effective management experience, efficient resource management principles, and ability to motivate a team.
Previous law enforcement experience is considered a significant asset for this position.
Job Profile
Under the direction of the Director of Support Operations, you will provide effective and efficient By-Law services in communities throughout Manitoba, utilizing established standard operational procedures.
The incumbent is responsible for managing and servicing the bylaw needs of clients (Municipalities and Communities) and support to local law enforcement agencies and community leaders.
As the Manager and Subject Matter Expert you will lead/guide/coordinate the bylaw team in the delivery of best practice bylaw services through training, mentoring, timesheet instruction and performance management.
The Manager maintains currency in Bylaw Services procedures and ability to execute field work as required.
Maintain a close relationship with the Manager of Training and development to ensure training is provided and meets the needs of the bylaw program.
Participate at conventions and conferences attended by local municipal government administrators and their staffs may be required.
Attend authorized training and perform other tasks as assigned.
Qualifications Required
Have or obtain a valid MB security guard license
Have or obtain a clear Child Abuse Registry check and CPIC
Ability to obtain a PSPC Reliability security clearance (requires minimum 5 years residency in Canada)
Experience or credentials in bylaw enforcement or formal investigative training and/or experience as a trainer/coach/mentor is considered an asset.
Valid driver’s license and clear driver’s abstract.
Detailed knowledge of the HR Manual specific to performance standards.
Familiarity with the Labour Code, Employment Standards Act and Human Rights Code, Manitoba Workplace Safety & Health Act/Regulations, WCB Policy and Procedures.
Specific Job Skills Required

Write, review reports to support all Bylaw services rendered
Enhanced ability to read and comprehend contracts and agreements to provide Bylaw Services
Coordinate and mentor other Bylaw Officers.
Work alongside and cooperate with law enforcement and community leaders as necessary
Conduct and report on Bylaw investigations
Proven written and verbal communication skills
Proven ability to establish and maintain effective working relationships
Demonstrated leadership ability with a high degree of initiative; a skilled team player with the ability to motivate and create enthusiasm in others
