The Opportunity: GagaMuller is supporting the delivery of a hyperscale data center development in Regina, Saskatchewan, Canada.

As the MEP Project Manager, you will act as an Owner's Representative, providing client-side leadership and oversight of the Mechanical, Electrical, and Plumbing (MEP) elements of the project.

You will represent the client's interests throughout the project lifecycle, overseeing design consultants, MEP contractors, vendors, commissioning teams, and other project stakeholders. You will ensure MEP scope is aligned with client requirements and that design, procurement, construction, testing, commissioning, and handover activities progress in accordance with the approved program, budget, quality requirements, and project objectives.

Working closely with the Project Director, Construction Manager, Design Team, Project Controls, Cost Management, Commissioning Team, MEP Contractors, and Client Representatives, you will provide strategic oversight, manage project risks, challenge contractor performance, coordinate complex interfaces, and support the successful delivery of critical MEP infrastructure.

This role offers the opportunity to play a key client-side leadership role on one of Canada's largest mission critical developments, helping ensure the successful delivery of complex MEP systems within a hyperscale data center setting.

Responsibilities: 1. MEP Project Management & Owner's Representation

Act as the client's primary MEP representative, providing leadership, oversight, and governance across MEP activities.

Provide strategic oversight of MEP design, procurement, construction, testing, commissioning, and handover.

Represent the client's interests in meetings with design consultants, contractors, vendors, commissioning teams, and other stakeholders.

Monitor contractor and consultant performance against contractual obligations, project requirements, program, budget, and quality expectations.

Review and challenge MEP delivery strategies, methodologies, schedules, and proposed solutions on behalf of the client.

Ensure MEP scope remains aligned with client operational requirements, technical standards, design intent, and project objectives.

Identify risks, issues, and opportunities and ensure appropriate actions are developed and implemented.

Provide clear recommendations to the Project Director and Client on key MEP decisions and delivery matters.

- Design & Technical Coordination

Provide client-side oversight of MEP design development and technical coordination.

Review design documentation, specifications, equipment selections, drawings, calculations, and technical submissions.





Coordinate with the Design Manager and consultants to ensure MEP design supports procurement and construction.

Challenge design assumptions, constructability issues, technical risks, and proposed deviations.

Oversee MEP RFIs, technical queries, design changes, and clarifications.

Ensure MEP interfaces are coordinated with CSA, architectural, structural, civil, and other disciplines.

Work with BIM and Design Management teams to monitor coordination, clash detection, and resolution.

Ensure design changes and technical decisions are appropriately documented and communicated.

- Contractor & Program Oversight

Monitor MEP contractor performance and progress against the approved program and contractual requirements.

Review contractor schedules, sequencing, resource plans, procurement strategies, and construction methodologies.

Challenge delays, underperformance, and program risks and ensure appropriate mitigation and recovery plans are developed.

Monitor long-lead MEP equipment and material procurement and potential impacts to the program.

Coordinate MEP activities with the wider construction program and identify critical interfaces and dependencies.

Work with Project Controls to monitor MEP milestones, critical path activities, progress, and forecast completion dates.

Identify emerging program risks and escalate them through the appropriate governance structure.

Provide independent assessment of contractor progress to support accurate client reporting.

- Risk, Commercial & Change Management

Identify, assess, and manage risks associated with MEP design, procurement, construction, commissioning, and handover.

Maintain oversight of MEP risks, issues, dependencies, and mitigation strategies.

Work with Cost Management and Project Controls to monitor MEP costs, changes, commitments, and commercial exposure.

Review contractor change requests, variations, claims, and potential additional costs from a technical and delivery perspective.

Challenge proposed changes and ensure appropriate justification, documentation, and client approval processes are followed.

Monitor the impact of design development, contractor proposals, and scope changes on cost and program.

Provide recommendations to the Project Director and Client regarding MEP commercial and delivery risks.

Ensure appropriate change control and governance processes are maintained.

- Testing, Commissioning & Handover

Provide client-side oversight of MEP testing, commissioning, integrated systems testing, and operational readiness.

Work with the Commissioning Manager to monitor contractor readiness and alignment with the project program.

Monitor completion of MEP installations, testing, pre-commissioning, commissioning, and integrated systems testing.

Challenge incomplete works, defects, and readiness issues that may impact commissioning or operational readiness.

Review commissioning plans,



procedures, test results, and completion documentation on behalf of the client.

Ensure MEP systems are appropriately demonstrated, tested, documented, and accepted prior to handover.

Monitor punch lists, defects, outstanding works, and close-out activities.

Oversee MEP handover documentation, including O&M; manuals, as-built information, test certificates, warranties, and commissioning records.

Support the client through final acceptance and transition of MEP systems into operational use. 6.

Stakeholder

Coordination & Reporting

Work closely with Project Directors, Construction Managers, Design Managers, Project Controls, Cost Management, BIM, Health & Safety, Quality, Commissioning, and Client teams.

Lead and participate in MEP coordination meetings with contractors, consultants, vendors, and client stakeholders.

Ensure effective communication and coordination across all parties involved in MEP delivery.

Prepare weekly and monthly reports covering MEP progress, risks, program, commercial matters, technical issues, and key decisions.

Maintain MEP action trackers, risk registers, technical issue logs, procurement trackers, and program updates.

Provide clear reporting to senior project leadership and client representatives.

Escalate significant MEP risks, delays, technical issues, and commercial matters through appropriate governance channels.

Ensure decisions, actions, responsibilities, and deadlines are documented and followed through to completion.

- Quality, Compliance & Client Standards

Monitor MEP works for compliance with approved designs, project specifications, client standards, applicable Canadian codes, regulatory requirements, and industry best practice.

Provide oversight of contractor quality performance and inspection, testing, and quality assurance processes.

Review proposed materials, equipment, systems, and installation methodologies for compliance with project requirements.

Work with the Quality Manager to monitor non-conformances, defects, corrective actions, and MEP quality risks.

Ensure deviations from approved designs or project requirements are appropriately reviewed, documented, and approved.

Support regulatory inspections, client audits, and project quality reviews.

Promote accountability, technical excellence, and continuous improvement across the MEP project team.

- Collaboration & Integration

Work collaboratively across the wider Owner's Representative team to ensure MEP requirements are integrated into overall project delivery.

Coordinate with Project Management, Construction Management, Cost Management, Project Controls, Design Management, BIM, Quality, Health & Safety, and Commissioning functions.

Ensure MEP considerations are incorporated into project planning, procurement, construction sequencing, commissioning, and operational readiness strategies.

Support effective coordination between MEP contractors and other project delivery partners.

Provide technical leadership and guidance to the wider project team on MEP matters.

Act as a trusted advisor to the client, providing independent oversight, challenge, and recommendations throughout the project lifecycle.
