The City of Winkler’s Planning & Permitting Department plays an important role in Winkler’s growth and sustainability by guiding the development of land and buildings within city limits. We are looking for a well-organized, analytically minded team player with excellent interpersonal skills to join us as a Permit Clerk I!

What You’ll Do

Reporting to the Planning & Permitting Manager, the Permit Clerk I assists the department by being the first point-of-contact for the public who have questions about permit and by-law requirements, supporting the department with administrative tasks and residential permit applications.

Job Duties include

- Assist with public inquiries in person, over the phone, and by email.
- Receive, review and process permit applications for completeness.
- Calculate, invoice and receive permit fees.
- Administer service requests
- Administer and process City of Winkler’s residential permit requirements for: Lot grading applications, Water and sewer applications, Driveway applications, Utility Line Assignment & Excavation applications, Demolition & Relocation applications, Sign permit applications, Home based business/industry applications, and other applications.
- Escalates complex or non-routine permit matters to senior staff
- Update assessments online in Manitoba Municipal Online (MMO).
- Provide administrative support to the Planning, Engineering, and Public Works & Facilities Departments: Organize meetings, Take minutes for general meetings, Maintain accurate records and documentation for all planning and development activities, and prepare monthly and annual reports
- Other duties as assigned.

Qualifications You’ll Need

Minimum Requirements

- Grade XII education or equivalent training and experience.




- Previous experience in a municipal or legal environment is considered an asset. Relevant post-secondary education is considered an asset.

Knowledge, Skills, and Abilities:
- Must be a Team Player.
- Excellent communication skills.
- Strong interpersonal and negotiation skills.
- Strong organizational skills.
- Aptitude for analytical work.
- Familiarity in the use of Microsoft 365 programs, such as Outlook, Teams, Word, Excel, and PowerPoint.
- Attention to detail and aptitude for understanding forms and applications.
- Understands and appreciates the importance of following proper processes and procedures.
- Ability to maintain confidentiality.

Job Details

- Full-time (37.5hrs/week).
- Mostly indoor office work that is sedentary but could include walking, sitting, standing, climbing stairs, manual dexterity, visual acuity.
- Hazards associated with sitting and prolonged use of keyboard, mouse, and computer monitors.
- Wage range from $21.45/hr to $26.37/hr depending on qualifications.
