Reporting to the Team Lead, Corporate Planning, the Planning & Performance Coordinator (the ‘Coordinator’) provides exceptional service to municipal business units in planning, implementing, evaluating, and continuously improving the municipality’s strategic and business planning processes and integrating these with annual and multi-year budgeting. This includes coordinating and facilitating planning processes, monitoring and reporting on progress, and conducting public and partner engagement to inform decision-making.

The Planning & Performance Coordinator works with senior leaders and employees from across the organization to lead key projects to develop, implement and maintain corporate planning and reporting tools, and collaborates with internal partners to integrate performance measurement and other corporate processes into planning. The Coordinator supports the alignment of strategic and business planning processes across all units, influencing decision-making and optimizing resource allocation to drive the municipality's key priorities.

Key Responsibilities:

1. Strategic and Business Planning

- Administers and supports the municipality's corporate strategic plan, ensuring seamless integration of business planning, budget processes and alignment with Regional Council and administrative goals.
- Coordinates and leads the development of planning frameworks, tools, and processes, providing guidance to business units on strategic and business planning, performance measurement, reporting, and analysis.
- Leads business units and cross-functional teams through annual and strategic planning cycles, aligning strategic objectives with actionable business plans and securing accountability.
- Coordinates the annual business planning cycle, including template development, process oversight, and progress tracking to ensure timely completion.
- Documents business processes using relevant tools and provide training and expertise on planning techniques, tools, and processes to business units.
- In collaboration with internal partners where required, produces and distributes annual strategic and business plan progress reports communicating key results in support of Council and administrative priorities.
- Identifies opportunities and continuously improve planning processes to enhance transparency, accountability, and decision-making quality.
- Collaborates with internal partners to integrate core business practices such as risk management and performance measurement into planning processes.
- Reviews and offers feedback on business plans to ensure alignment with corporate strategic priorities.
- Administers and maintains business plan reporting tools (e.g.,



Accountability Reporting Tracker).
- Designs, coordinates updates, and publishes the HRM Service Catalogue and related process mapping of services, performance measures, and standards.
- Ensures the effective governance of the municipal Service Catalogue, maintaining current and accurate service information to support service evaluation and other needs.
- Leads and/or supports community engagement activities (e.g. surveys) that inform strategic and business planning and budget development.
- Conducts research and analysis on better practice relating to strategic and business planning processes and management.

1. Performance Measurement/Management

- Collaborates with Corporate Performance and business units to embed performance measurement into planning and reporting processes.
- Provides education and support to HRM business units in the identification, development, and reporting of performance measures in strategic and business unit plans and annual reports.

1. Public Engagement

- Leads and manages the design, development, and execution of the Resident Survey and other surveys to inform strategic and business planning, overseeing all aspects from project management and survey design to financial management and vendor oversight.
- Conducts jurisdictional scans and collaborate with business units to ensure the survey design aligns with strategic objectives.
- Analyzes survey results and provides actionable reports to guide decision-making and implementation.
- Ensures proper storage and management of survey data in data warehouses or corporate systems for easy access and future use.

1. Project Delivery and Management

- Leads or supports assigned projects related to corporate planning, including strategic plan development, resident surveys, and the implementation of business planning tools and technology, in collaboration with relevant partners.
- Develops clear business requirements documents and secure approval from stakeholders and senior management.
- Ensures project alignment with all business and customer requirements, focusing on efficiency and effective outcomes.
- Serves as the principal advisor on corporate planning initiatives, making autonomous decisions on project delivery and ensuring alignment with the municipality’s long-term strategic goals.

1. General

- Prepares and makes presentations to HRM staff, Regional Council, Community Council, and the public, as required.
- May perform other related duties as assigned.

Qualifications: Education & Experience:

- Undergraduate degree in Business, Public Administration, or related field,
- Minimum five years’ related work experience in the areas of strategic planning, business planning, performance measurement, or business analysis and service improvement.
- Demonstrated experience with public engagement and survey design, development, and delivery.





Technical/Job Specific Knowledge and Abilities:

- Highly developed critical thinking, research, writing, and analytical skills.
- Thorough knowledge of business planning tools and methods for an outcome-driven planning and budgeting process; knowledge of public finance and public administration.
- Ability to plan and coordinate multiple efforts with complex stakeholders and to deliver on schedule.
- Excellent interpersonal, relationship building, networking, facilitation and collaboration skills. Ability to facilitate large groups, build consensus and deliver outputs from corporate planning processes.
- Excellent time management skills with the ability to work independently to manage projects.
- Excellent computer skills with proficiencies in Microsoft Office, including development of professional quality templates, presentations, and reports.
- Ability to communication effectively (written, oral and delivering presentations) with a wide range of stakeholders including colleagues, management/leadership team, Council, consultants, and the public.
- Sound knowledge and skills in quantitative and qualitative measurement; and ability to conduct statistical analysis.
- Strong working knowledge of performance measurement and management, coupled with the ability to analyze performance results, and to contribute to recommendations for improvements.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. WORK STATUS: Permanent Full time.

HOURS OF WORK: 8:30 a.m. - 4:30 p.m. Monday to Friday, 35 hours per week.

SALARY: Non-Union Level 7, $83,729-$108,353.

WORK LOCATION: 40 Alderney Drive, Dartmouth, Nova Scotia, B2Y 2N5. Work location can be changed according to operational requirements.
