Position Summary:
Toronto Centre is seeking an experienced Project Manager to lead a capacity-building initiative for an African country’s capital markets regulators and supervisors. The project aims to strengthen regulatory and supervisory frameworks in support of the implementation of the capital markets authority’s master plan.
Through regulatory cooperation, technical assistance, and the promotion of financial innovation, the project will support the development of an integrated capital markets platform and facilitate dual listings with its and Canada’s stock exchanges. This initiative is intended to enhance market development, strengthen cross-border investment opportunities, and promote sustainable growth within the country’s capital markets ecosystem.
The Project Manager is responsible for the successful planning, implementation, administration, financial management, monitoring, reporting, procurement, and stakeholder engagement of assigned projects. Working closely with the Program Director, program leaders (external consultants) partners, and Toronto Centre staff, the Project Manager ensures project activities and deliverables meet quality standards, contractual commitments, donor requirements, and organizational objectives while supporting Toronto Centre's reputation for excellence in capacity-building and financial sector supervision.

Position may become full time based on project requirements.

Essential Duties & Responsibilities:
- Lead the planning, implementation, administration, financial management, procurement, logistics, monitoring, evaluation, and reporting of the project throughout the project lifecycle.
- Develop and maintain project plan, budget, forecast, schedule, performance measurement frameworks, and project management tools to ensure successful delivery.
- Monitor project progress and performance against approved objectives, milestones, indicators, budgets, and timelines, ensuring compliance with contractual, donor, and organizational requirements.
- Identify, assess, monitor, and mitigate project risks throughout the project lifecycle, maintaining risk register and implementing mitigation and contingency measures as required.
- Establish and maintain project management controls and reporting processes to support effective decision-making, accountability, and continuous improvement.
- Coordinate the work of project staff, consultants, service providers, and others to ensure the timely delivery of high-quality results.
- Prepare and oversee the submission of project documentation, including work plan, financial reports, donor report, performance report, and risk assessment.
- Coordinate the preparation of materials and provide regular project status updates, performance reports, risk assessments, and recommendations to the Project Steering Committee.
- Serve as the primary point of contact for internal and external stakeholders, including donors, government agencies, regulatory authorities, development partners, and project partners.
- Provide regular project updates, analysis, and recommendations to the Program Director, senior management, funder(s), and other stakeholders as required.
- Plan, coordinate, and oversee project-related travel, including travel arrangements, logistics, documentation, budgeting, and compliance with donor and organizational requirements.
- Supervise and support assigned project support staff, fostering a collaborative and high-performing team environment.
- Contribute to organizational effectiveness through knowledge sharing, cross-functional collaboration, and support for strategic and operational initiatives.
- Ensure compliance with Toronto Centre policies, procedures, contractual obligations, and applicable regulatory requirements.
- Perform other duties as assigned.
Qualifications:
- Bachelor's degree in relevant discipline. Knowledge of capital markets is an asset.
- Project Management Professional (PMP) certification or equivalent project management credential.
- Minimum five (5) years of progressively responsible experience managing the full project lifecycle in international development, financial sector development, financial regulation, capital markets or a related field.
- Experience managing donor-funded international development projects is highly preferred.
- Experience working in emerging markets and developing economies is an asset.
- Experience delivering capacity-building, learning, or technical assistance programs is an asset.
- Demonstrated experience working with government agencies, regulators, international organizations, and development partners.
- Excellent written and verbal English communication skills.
- Ability and willingness to travel internationally as required.

Working Conditions:
- The position is based in Toronto, but the successful candidate must be able to travel internationally, including to emerging market and developing economy countries. The candidate may be required to comply with health, vaccination, entry, and safety requirements established by destination countries, partner organizations, funders/donors, airlines, or government authorities from time to time.
- Toronto Centre operates on a hybrid work model. Employees are currently expected to work from the office three days per week and attend additional in-person meetings or events as required. This arrangement may change based on organizational needs.
- Toronto Centre operates in a dynamic global environment. Flexibility in working hours will be required to support this project.
