Position Title: Public Works Supervisor
Reports To: CAO/Clerk-Treasurer
Scope of Position / Summary of Duties To provide supervision of the Public Works Department in accordance with Provincial legislation, Council direction and within approved budget constraints. The Public Works Department includes Roads, Sidewalks, Bridges, Landfill Site, Parks, Municipal Buildings/Facilities, Water and Sewer operations. The Ontario Clean Water Agency (OCWA) is currently contracted to manage, operate and perform routine maintenance within the water and sewer facilities.
Responsibilities Supervision
- Works in strict accordance with Town policies, the Occupational Health and Safety Act, and Federal and Provincial legislation.
- Plans and organizes work and provides direction and supervision to Public Works employees.
- Plans and implements staff training needs, including regular safety meetings.
- Ensures Occupational Health and Safety practices are strictly observed.
- Maintains accessibility to workers to address questions and problems.
- Reviews work in progress and provides leadership and guidance.
- Plans, organizes and assigns work to full-time, part-time and seasonal Public Works employees.
- Evaluates employee performance and recommends appropriate action to the CAO/Clerk-Treasurer.
Administration
- Provides recommendations for the purchase of equipment and materials.
- Submits requisitions for purchase orders and ensures compliance with Town purchasing and tendering procedures.
- Recommends suppliers and service firms.
- Directs Department operations to ensure the safety, attractiveness and convenience of Town roads.
- Performs administrative responsibilities according to Provincial legislation, policies and procedures.
- Identifies potential problems and ensures necessary repairs are completed before they become safety hazards.
- Attends Public Works Committee meetings and Council meetings as required and provides reports.
- Maintains a log book.
Policy Advice
- Maintains working knowledge of Municipal policies and by-laws.
- Recommends new or revised policies regarding the Public Works Department.
- Keeps staff informed of policies that affect them.
- Provides regular reports to the CAO/Clerk-Treasurer regarding Department operations, projects, maintenance programs and public complaints.
Other Responsibilities
- Works cooperatively with contractors, tradespeople and agencies.
- Supervises outside contractors and tradespeople on construction and repair projects.
- Operates vehicles and various pieces of equipment as required.
- Maintains Town infrastructure and properties and performs physical labour as required.
- Ensures ongoing maintenance and repair of municipal vehicles and equipment.
- Maintains inventory of equipment, supplies and materials.
- Participates in the Asset Management Program.
- Ensures a high standard of cleanliness of Public Works facilities, vehicles and equipment.
- Attends training and educational opportunities to maintain and enhance job-related skills.
- Assists other municipal departments and provides guidance as required.
- Maintains confidentiality of all municipal matters.
- Conducts oneself professionally when representing the Town.
- Performs other duties as assigned.
Cemetery Responsibilities
- Shows and/or locates plots at Mount Calvary Cemetery.
- Arranges to have graves opened and closed as required.
- Supervises openings and closings to ensure compliance with by-laws and legislation.
- Arranges grass cutting and general cemetery grounds maintenance.
- Ensures garbage and old flowers are removed.
- Restores memorials and grave markers to level and plumb.
- Supervises installation of memorials and directs clients to the municipal office for payment.
- Regularly checks the cemetery, particularly in the spring, for sunken graves and arranges repairs.
- Follows the annual budget approved by the Cemetery Board.
Working Relationships Council, Committees and CAO/Clerk-Treasurer
- Provides policy advice and guidance.
- Develops alternatives and presents operational reports.
- Receives policy direction.
Public Works Staff
- Plans and organizes programs and projects.
- Assigns and follows up on projects.
- Provides direction, training and leadership.
Other Municipal Staff
- Maintains courtesy, cooperation and harmonious working relationships.
Public
- Investigates and promptly follows up on public inquiries and complaints.
- Explains Department operations carefully and tactfully to the public.
Required Skills
- Post-secondary education or equivalent practical experience.
- High level of managerial, mechanical and technical skills acquired through training and Municipal experience.
- Strong leadership and communication skills.
- Ability to analyze problems and provide advice.
- Thorough understanding of maintenance management practices and the use of equipment and materials.
- Ability to manage employees and control budgets.
- Good working knowledge of computers and computer software.
- Good understanding of Provincial policies affecting Municipal Operations.
- Good understanding of Provincial policies affecting Landfill Site Operations.
- Ability to respond quickly and decisively to emergency situations.
- Valuable understanding of Water and Sewer distribution systems.
- Valid DZ licence required.
Requirements Working Conditions
- Position involves significant leadership and supervision while working alongside other Department personnel.
- Work is subject to interruption.
