Reporting to the Director of Research & Organizational Performance or the Superintendent of Strategic Initiatives, this position is responsible for designing and conducting custom analyses, program evaluations, and research projects to support strategic decision-making across the DRPS.

Key duties include planning and executing methodological research designs; performing literature reviews and environmental scans; developing measures; collecting data through surveys, interviews, and SQL-based extraction; and conducting statistical analyses. The role also involves presenting findings through tables, visualizations, dashboards, reports, and presentations; formulating recommendations; and translating complex information for internal and external stakeholders. Additional responsibilities include developing and monitoring performance indicators for strategic and operational reporting at the unit, divisional, and regional levels, and disseminating results to executive leadership, committees, members, and the Police Services Board.

DUTIES & RESPONSIBILITIES

- Write briefing notes and reports that clearly communicate analysis to a police audience, supporting operational decision-making, resource deployment, and program development.
- Compile, prepare, and submit statistics and information for annual surveys and benchmarking initiatives, including Statistics Canada (e.g., Police Resources Survey, Uniform Crime Reporting

Survey), the Municipal Benchmarking Network Canada, and situation table reporting.





- Conduct custom research and environmental scans to inform operational decisions, policy development, strategic planning initiatives, and emerging policing issues.
- Prepare background studies and literature reviews on topics relevant to policing to support evidence based decision making.
- Formulate recommendations, present findings, and provide analytical insights to members across the organization.
- Maintain current knowledge of provincial and municipal/regional policies, legislation, and public-safety initiatives affecting policing.
- Maintain expertise in external statistical data sources (e.g., Census, Canadian Centre for Justice

Statistics) and regional demographic/forecast data.

- Develop and maintain dashboards and performance-measurement tools by creating KPIs, designing data collection methods, and producing clear visualizations.
- Manage limited organizational data systems and pipelines, including minor database development, supporting data integrity, designing governance protocols, documenting metadata, and resolving data quality issues with subject matter experts.
- Assist in preparing reports for the Police Services Board.
- Build and maintain effective working relationships with members of the Service, external stakeholders, and other police services.
- Other duties and projects as assigned.

QUALIFICATIONS & SKILLS

- Completion of a university degree in a relevant program of study covering research methodology, reasoning and analytical skills, and the analysis and interpretation of policy, statistics and trends, such as Criminology, Social Sciences or Statistics, preferably at the Masters level.
- Minimum 1 years previous work experience with such activities as undertaking in-depth statistical/trend analysis, writing executive/operational briefing notes, preparing summaries of research findings, designing and analyzing surveys, working with databases, responding to information requests, and developing internal and external relationships to support research objectives.
- Advanced skills with Microsoft Office (Outlook, Word, Excel, PowerPoint etc.).
- Demonstrated use of both quantitative and qualitative research methods.




- Proficiency and adaptability in the use of statistical software (e.g. SPSS, R, etc.).
- Attention to detail is essential with proven analytical and critical thinking skills.
- Ability to quickly write clear and concise briefing notes and research summaries.
- Proven exemplary communication skills (written, verbal and listening and comprehension) including presentations on research findings and related recommendations.
- Demonstrated excellent networking and interpersonal skills, with proven ability to interact with a broad spectrum of stakeholders diplomatically, tactfully, and confidentially.
- Proficiency in synthesizing complex concepts and information from a variety of sources and a quick study on a breadth of topics.
- Organization, prioritization, time management skills to prioritize and manage the volume of research studies / briefing topics, and provide support to multiple Unit and / or Service-wide projects, sensitive to timelines.
- Proven record of exercising good judgment and delivering results.
- Ability to interact diplomatically, tactfully and confidentially with all levels of the service and the public. Hours

This is a Level 8 position $106,877 (2025-2029 Collective Agreement) Selection
