Your ability to research, analyzeand communicate about Ontario’s access and privacy landscape and the importanceof privacy and transparency in the public sector, will support IPC initiatives focusedon: engaging and communicating with key regulatedsectors including provincial and municipal government, law enforcement, public educationand child welfare advising on the responsible development and deploymentof programs and practices across regulated sectors in Ontario identifying, reviewing and evaluating plansand policies, including legislative or regulatory amendments, and providing recommendationsin support of Ontarians’ access and privacy rights identifying, evaluating and sharing developmentsin privacy and transparency across Ontario, Canada, and the globe The IPC is an independentofficer of the Legislative Assembly of Ontario, with oversight responsibilityfor Ontario's access and privacy laws, including the Freedom of Informationand Protection of Privacy Act (FIPPA), the Municipal FreedomofInformation and Protection of Privacy Act (MFIPPA), the Personal HealthInformation Protection Act (PHIPA) and the Part X of the Child, Youthand Family Services Act, 2017 (CYFSA). Weare looking to fill one 12-month full-time position. What can I expect to do in this role? Identifyand document access and privacy developments in Ontario’s public sectorlandscape and other jurisdictions. Providepolicy and analysis to help develop policy positions and recommendationsrelated to FIPPA, MFIPPA and Part X of the CYFSA, and other Ontariopublic-sector laws affecting privacy and transparency. Coordinateand engage in contacts with key internal and external partner groups. Leador support priority IPC policy initiatives. Preparematerials (e.G. briefing notes, project plans, correspondence, presentations). Design, develop and coordinate materials to supportand improve the Policy Department’s information management and communicationflows. Participate in internal and external meetings,events and activities as required. Both independently andas part of a team, you will: monitor for developments in Ontario’s public sector landscape, andcommunicate them to the policy group and other IPC staff; conduct research and analysis and advise on policy positions for emergingissues, legislative requirements, and strategic priority areas, to support thework of the IPC; lead or support projects to develop and update guidance andeducational materials to assist regulated entities in meeting their privacy andaccess obligations; lead or support engagements with regulatedentities by coordinating engagements and evaluating and commenting on their plansand proposals related to privacy or transparency; coordinate and contribute to the IPC’s timelydelivery of published comments on legislative, regulatory or other policyproposals; lead or support briefings to Commissioner andsenior management on policy-related matters; develop or coordinate correspondence,speaking notes and other communication materials for Commissioner and seniormanagement; develop and deliver presentations to largeand small groups (e.G. conferences, sector tables); identify and analyze trends in access andprivacy in Ontario and other jurisdictions; coordinate communications between Policy and other departmentswithin the IPC, as well as between the IPC and outside regulatory bodies. How do I qualify? Mandatory You will qualify for this position bydemonstrating: Policy and Technical Knowledge You have applied knowledge of access, privacy,open government and transparency issues in the public sector; You are knowledgeable about Ontario’sprovincial and municipal public sector organizations, policies and programs; You are knowledgeable about the ways thatpublic policy and technology shape the public’s privacy and transparency rights; You have applied knowledge of strategy anddecision-making processes to ensure policy materials support IPC direction andmandate; Interpersonal andRelationship Management Skills You have demonstrated consultation,partnership and relationship management skills to establish criticalrelationships and effectively communicate the IPC’s mandate and strategicdirection; You work effectively in a collaborative,team-based environment; You exercise political acuity in providingrelevant information to internal and external colleagues and leadership. Analytical, Research andProject Management Experience You have the demonstrated ability to conductenvironmental scans and analyze policy impacts; You have the demonstrated ability to identify,assess and effectively use relevant and reliable information sources; You have the demonstrated ability to conduct thoroughresearch and analysis, and prepare relevant evaluations and recommendations; You can identify issues affecting theorganization in achieving its objectives, and recommend solutions; You can identify risks and barriers to policyand program decisions; You can effectively develop, coordinate andmanage project plans; You can effectively manage competingdeadlines while operating under tight time constraints. Communication andPresentation Skills You have well-developed oral communicationskills to respond to issues, provide recommendations, and promote key messagesto internal and external parties whose expertise on privacy and access issuesmay vary; You have strong written communication skillsto independently develop explanations of complex policy and program initiativesto internal and external parties in plain language; You have applied experience of independently developingwritten materials such as briefing notes, speaking notes, presentations, andcorrespondence; You are familiar with standard computersoftware applications (e.G. word processing, spreadsheet, presentation),
todevelop and prepare a variety of materials; You have well-developed informationmanagement skills to contribute to the ongoing improvement of the PolicyDepartment’s information management, reporting and internal communication requirements. AssetQualifications You have applied experience in one or more ofthe following areas: Public sector access and privacyprogram delivery. Law enforcement/policing. Ontario’s child welfaresector.
