About the Opportunity

We are seeking an experienced Senior Business Analyst (Technical ) to join a government client team in Toronto on a 6-month contrac t. The successful candidate will work closely with business stakeholders, technical teams, and project leadership to analyze business needs, translate requirements into technical solutions, and support the delivery of complex technology initiatives.

This is an excellent opportunity for a senior-level Business Analyst with strong technical expertise and experience working in large, complex, or public-sector environments.

Key Responsibilities

- Lead business and technical requirements gathering, analysis, and documentation
- Work closely with business stakeholders, subject matter experts, developers, architects, and project managers
- Translate business requirements into detailed functional and technical requirements
- Conduct business process analysis and identify opportunities for improvement
- Develop and maintain business requirements documents, functional specifications, process flows, use cases, and user stories
- Facilitate workshops, interviews, walkthroughs, and requirements sessions with stakeholders
- Analyze existing systems, processes, data flows,



and integrations to identify gaps and impacts
- Support solution design by providing detailed business and technical analysis
- Collaborate with technical teams throughout development, testing, implementation, and deployment
- Develop acceptance criteria and support User Acceptance Testing (UAT)
- Identify dependencies, risks, issues, and potential impacts associated with proposed changes
- Provide clear communication and status updates to project leadership and stakeholders
- Ensure requirements and deliverables align with government standards, policies, and applicable enterprise architecture practices

Required Qualifications

- 7+ years of experien ce as a Business Analyst, Technical Business Analyst, Systems Analyst, or similar role
- Strong experience gathering, analyzing, documenting, and managing complex business and technical requirements
- Demonstrated experience working with both business and technical stakeholders
- Strong understanding of SDLC, Agile, Waterfall, or hybrid delivery methodologies
- Experience creating business requirements documents, functional specifications, process models, use cases, user stories, and acceptance criteria
- Strong analytical, problem-solving, facilitation, and communication skills




- Experience with systems integration, APIs, data flows, databases, or enterprise applications
- Proficiency with tools such a s Jira, Confluence, Microsoft Visio, Microsoft Excel, and Microsoft Office
- Ability to understand technical concepts and communicate them effectively to non-technical stakeholders

Preferred Qualifications

- Previous experience working wi th Government of Ontario, municipal, federal, or other public-sector organizations
- Experience with large-scale enterprise technology projects
- Experience with cloud, data, application modernization, system integration, or digital transformation initiatives
- Knowledge of privacy, security, accessibility, and public-sector technology standards
- CBAP, PMP, PMI-PBA, or other relevant professional certification is an asset
