New Value Solutions, a national IT consulting company, is seeking a Senior ERP Advisory Consultant to support the planning and procurement of a municipal Enterprise Resource Planning (ERP) system replacement within a Canadian public-sector environment. The successful consultant will lead business and technical discovery, develop detailed ERP requirements, support procurement and RFP development, establish evaluation criteria, and provide independent advisory support throughout the ERP vendor and solution selection process.
The consultant will work closely with Finance, Information Technology, municipal leadership, operational departments, and other stakeholders to assess the current environment, identify future-state requirements, evaluate ERP options, and develop a practical roadmap for the replacement of existing financial and enterprise systems. The engagement is expected to include a broad range of municipal functions such as financial management, property taxation, utility billing, payroll, procurement, licensing, permitting, asset management, human resources, and citizen-facing services.
Responsibilities:
- Lead current-state discovery and assessment of existing ERP, financial, operational, and supporting business systems.
- Facilitate workshops and interviews with Finance, Information Technology, municipal leadership, operational departments, and other business stakeholders.
- Document current-state business processes, pain points, system limitations, integration requirements, and opportunities for improvement.
- Develop detailed functional requirements for municipal ERP capabilities including general ledger, accounts payable, accounts receivable, cash receipting, utility billing, property taxation, payroll, budgeting, procurement, licensing, permitting, asset management, grants, financial planning, and related functions.
- Develop non-functional requirements covering cybersecurity, privacy, identity and access management, auditability, business continuity, disaster recovery, data residency, accessibility, performance, scalability, availability, and long-term platform sustainability.
- Assess existing applications, integrations, data flows, interfaces, reporting requirements, and dependencies.
- Support application and business-function rationalization to determine which capabilities should reside within the future ERP platform and which may be provided through integrated systems.
- Develop future-state business, application, integration, and solution requirements.
- Conduct vendor-neutral ERP market research and assist in identifying appropriate solution categories and potential vendors.
- Develop an ERP procurement strategy appropriate for a Canadian municipal environment.
- Lead or support the development of a comprehensive Request for Proposal for the future ERP solution.
- Develop vendor evaluation criteria, scoring methodologies, evaluation matrices, demonstration scenarios, and other procurement materials.
- Support the evaluation of ERP proposals, vendor demonstrations, reference checks, clarifications, and solution-selection activities.
- Provide independent recommendations regarding ERP solution options, implementation considerations, risks, dependencies, and future-state architecture.
- Assess ERP data migration requirements, including data quality, retention, archival, conversion, portability, and transition considerations.
- Identify project, technical, operational, procurement, organizational, and implementation risks and recommend appropriate mitigation strategies.
- Support development of an ERP implementation roadmap, sequencing approach, governance structure, and high-level transition plan.
- Prepare executive-level reports, recommendations, decision materials, presentations, requirements documentation, process flows, and procurement deliverables.
- Provide strategic advice and guidance to municipal leadership throughout the ERP planning and procurement process.
- Participate as a proposed key resource in client presentations or interviews associated with the procurement process.
- Maintain a vendor-neutral and independent advisory position throughout the ERP selection process.
Requirements:
- 10+ years of experience in ERP, enterprise applications, finance transformation, technology advisory, business transformation, or related consulting roles.
- Demonstrated experience leading or supporting ERP replacement, ERP selection, or ERP advisory engagements.
- Strong experience developing detailed business, functional, technical, and non-functional requirements for enterprise systems.
- Experience developing ERP procurement strategies, Requests for Proposal, evaluation criteria, scoring methodologies, and vendor-selection processes.
- Experience evaluating ERP vendors and solutions through written proposals, demonstrations,
reference checks, and structured evaluation processes.
- Experience working with Canadian government, municipal, broader public-sector, Crown corporation, or similarly regulated organizations is strongly preferred.
- Direct experience supporting Canadian municipal ERP replacement or modernization initiatives is strongly preferred.
- Strong understanding of municipal financial and operational functions such as general ledger, accounts payable, accounts receivable, property taxation, utility billing, cash receipting, payroll, budgeting, procurement, licensing, permitting, grants, asset management, and financial reporting.
- Experience assessing Human Capital Management, employee self-service, time and attendance, workforce management, asset/work management, customer service, or citizen-facing applications is considered an asset.
- Strong understanding of ERP integrations, data migration, master data, reporting, interfaces, identity management, cybersecurity, privacy, disaster recovery, and business continuity requirements.
- Experience with Microsoft Entra ID / Azure AD integration and role-based access control requirements is considered an asset.
- Robust understanding of Canadian public-sector privacy, information governance, records management, auditability, accessibility, and data residency considerations.
- Experience developing current-state and future-state process maps, requirements documentation, system diagrams, evaluation matrices, implementation roadmaps, and executive recommendations.
- Demonstrated ability to facilitate workshops with senior executives, Finance leaders, business users, Information Technology teams, and external vendors.
- Ability to provide independent and vendor-neutral ERP advice.
- Strong analytical, facilitation, communication, documentation, presentation, and stakeholder-management skills.
- Ability to translate complex business and technical requirements into clear and actionable procurement documentation.
- Experience with ERP platforms commonly used within municipal or public-sector environments is considered an asset; however, deep implementation expertise in a single ERP product is not required.
- Professional certifications such as PMP, CBAP, CPA, PRINCE2, Agile, procurement certifications, or related credentials are considered assets.
