Location: Outside of Fredericton, NB (Remote with Occasional Office Visits)
Duration: 06+ Months (Extensible)
Overview Change Strategy Development: Design and implement a comprehensive change management strategy aligned with the goals of the Cyber Security modernization program; identify change impacts, stakeholder groups, and risk areas.
Responsibilities Stakeholder Engagement: Act as a bridge between technical project teams, business units, and executive leadership; engage early and often with key stakeholders to communicate the vision, rationale, and benefits of the modernization initiative.
Staff Reskilling and Support: Oversee the creation and execution of reskilling plans for cybersecurity staff, including training programs, coaching, and support resources; ensure teams are equipped to operate new tools and adopt revised procedures with confidence.
Communication Planning: Lead the development of clear, consistent, and timely communication tailored to different audiences; include updates on project milestones, training opportunities, changes to service delivery, and anticipated impacts.
Impact Mitigation for Client Services: Collaborate with service owners and delivery teams to identify how changes in the cybersecurity environment may affect client-facing services; work to minimize service disruption and ensure clients are informed and supported during transitions.
Change Readiness and Adoption Monitoring: Establish metrics and feedback mechanisms to assess organizational readiness, monitor adoption progress, and adjust the change approach as needed to ensure success.
Sustainment Planning:



Support the integration of changes into the organizational culture and operational routines, ensuring lasting benefits and continuous improvement beyond the initial rollout.
Qualifications & Must Have Skills The proposed resource must meet or exceed one of the following combinations of education or certification and experience in the resource role: Bachelor’s degree in a relevant field (e.g., Business Administration, Organizational Change, Information Technology, or a related discipline); Two (2) Year Community College Diploma with relevant years of experience
Minimum of five (5) years of experience acting as a lead Change Manager on medium to large-scale transformational projects within complex environments; projects spanning multiple business units and/or stakeholder groups, involving coordination with more than eight direct project participants; preferably within cybersecurity, technology, or other security-sensitive domains.
Enterprise Change Experience: Demonstrated experience leading complex, organization-wide change initiatives in multi-stakeholder environments.
Facilitation & Leadership in Cross-functional Teams: Demonstrated experience leading cross-functional teams, facilitating workshops, and aligning diverse groups to change objectives.




Organizational Readiness & Adoption Planning: Demonstrated experience with assessing organizational readiness, adoption tracking, and measurement of change effectiveness.
Stakeholder Engagement & Communications: Demonstrated experience or ability to develop and execute stakeholder engagement strategies, including internal/external communications to support effective change and adoption.
Client Impact & Risk Mitigation Planning: Proven ability to anticipate and mitigate service delivery impacts to clients during change; includes risk identification and planning.
Workforce Reskilling Leadership: Demonstrated experience leading or supporting workforce reskilling, capability building, or talent transition efforts as part of change initiatives.
Public Sector Setting Experience: Demonstrated experience managing change in large public sector organizations, preferably in the technology or cybersecurity space.
Cybersecurity or IT Transformation Experience: Demonstrated experience delivering change in cybersecurity, IT modernization, or digital transformation projects; knowledge of technical impacts on people and processes; understanding of cybersecurity principles, programs, and their organizational impact.
Change Management Certification: Certification in a recognized change management methodology (e.g., Prosci, ADKAR, Lean Change Management) is an asset.
