About Équité Association

As the national authority on insurance crime and fraud prevention, Équité Association is a not-for-profit, national organization, supporting Canadian property and casualty (P&C;) insurers. Équité combats the insurance crime problem that takes advantage of vulnerable Canadians by deploying advanced analytics, intelligence best practices, and coordinated investigations. Delivering improved service and fraud analytics for investigations, vehicle, property, and cargo recovery to its members, Équité collaborates with law enforcement, partners and industry organizations to protect Canadians against exploitation.

About the Role

We use a wide range of data and intelligence to achieve four objectives:

1. Help insurers identify fraud through integrated advanced analytics and investigations.
2. Enhance and enable cross-insurer investigations coordinated by Équité.
3. Lead stakeholder in vehicle and hard-asset recover & identification services.
4. Support law enforcement, regulators, professional colleges and other public investigative agencies to identify criminals and bring them to justice. We will also endeavour to raise public awareness about consumer scams: how they work and how to detect and prevent them.

Reporting to the Director, Technology Program Delivery, the Technology Program Manager serves as the primary point of coordination across internal teams, fostering accountability, transparency, and consistent execution of strategic initiatives. This role is responsible for managing multiple concurrent projects, proactively identifying and mitigating risks, addressing escalations, and driving operational process improvements to enhance efficiency, scalability, and overall program effectiveness. The ideal candidate is a proactive communicator who thrives in a fast-paced environment, works effectively with minimal supervision,



resolves complex challenges, and delivers explicit, actionable updates and insights to leadership.

Responsibilities

- Establish and maintain program governance, operating rhythms, and Agile practices that enable effective cross-functional planning, coordination and execution.
- Facilitate cross-team dependency management across internal teams (Security, Infrastructure, Program Delivery, Analytics) ensuring risks, constraints, and impacts are identified and addressed proactively.
- Monitor program health by tracking cross-functional dependencies, risks, impediments, and milestones, providing timely updates and recommendations to leadership.
- Champion continuous improvement by evaluating operational workflows and governance practices, implementing enhancements that improve collaboration, predictability, and execution.
- Proactively identify, assess, and escalate operational risks and issues, facilitating timely resolution and implementing measures to prevent recurrence.
- Maintain centralized oversight of initiatives, providing leadership with clear status reporting, risk visibility, and key decision and actionable insights.
- Collaborate with technology teams to serve as the main liaison to ensure effective communication, alignment, and accountability.
- Identify opportunities to improve collaboration, governance, and operational effectiveness through automation, standardization, and enhanced reporting.




- Ensure strong collaboration with partners to understand day-to-day challenges and opportunities to optimize delivery.
- Help prioritize and focus on actionable data that will drive the business forward.
- Develop and enhance operational reporting, dashboards, and tracking mechanisms leveraging tools (e.g. ticketing systems, reporting platforms) to improve visibility, decision making, and operational effectiveness.
- Establish and continuously improve operational processes, standards, and governance practices to support consistent execution across teams.

Ideal Candidate Profile

- The successful candidate will have a university degree in Business, Science, Engineering or other related disciplines.
- 5+ years of experience in program management or a related field using Agile methodologies.
- Strong experience providing program oversight and coordinating execution across complex, cross-functional environments.
- Proven ability to coordinate multiple initiatives simultaneously while maintaining organization and attention to detail.
- Excellent cross-functional partner with proven experience helping teams collaborate, focus, and prioritize.
- Demonstrated experience in risk management, issue escalation, and resolution.
- Ability to operate independently and problem-solve within fast-paced, ambiguous environments.
- Strong analytical mindset with the ability to interpret data and drive decision-making.
- Results-focused approach and strong work ethic.
- Analytical and problem‑solving skills with a data‑driven decision‑making mindset.
- Familiarity with tools such as Jira or similar tracking/reporting platforms.
