Responsibilities: Areas of major responsibility will include but are not limited to: Team Leadership and People Management: Provides strategic direction and oversight to all section activities through effective delegation of responsibilities and accountability frameworks.
Leads, motivates and develops a diverse workforce of union and non-union employees, fostering collaboration, innovation, and a culture of continuous learning and innovation.
Offers strategic leadership and guidance across the Division in the development of contracts, operational policies, and performance management frameworks.
Manages complex and sensitive labour relations matters, ensuring fairness, consistency, and alignment with organizational goals.
Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Strategic Advice and Council & Stakeholder Engagement: Provides senior-level advice, leadership, and representation to City Council, Community Councils, and Standing Committees on issues of neighbourhood and local political concerns including the provision of expert advice on audit outcomes, performance and safety matters.
Develops strategies, policies and procedures and implements organizational changes to build consistency across the Division related to the processes, practices and directives focused on efficiency, cost reduction, and process improvement.
Fosters collaboration across City programs, Agencies, Boards, Commissions, and Divisions to identify opportunities for innovation, service improvement, and operational efficiency.
Provides subject matter expertise in supporting other sections in complex negotiations with contractors, legal representatives, finance managers, other transportation professionals and the public.
Policy and Program Implementation:
Contributes to the development of the division''s strategic vision and plans; ensures their understanding and integration throughout the division and inspire teams towards shared goals.
Assesses and analyzes service needs and operational pressures across the Division, recommending recent services and delivery methodologies to enhance effectiveness and address workload demands.
Develops, designs, and implements functional policies and programs with a focus on continuous improvement, employee engagement, and financial management such as contract development and controls, business systems and support, and performance management.
Develops and oversees the implementation of policy and planning frameworks that strengthen divisional capacity, support organizational wellness, align with strategic and operational goals, and ensure compliance with applicable legislation.
Strategic Financial Planning & Budget Management: Develops, recommends and administers the annual budget for the section, and ensures that the section''s expenditures are controlled and maintained within approved budget limitations.
Provides advice to all sections within Transportation Services to ensure that adequate funds and controls are in place to accommodate City needs.
Key Qualifications: Senior level experience in the key functional areas of public sector strategy and operations, service and program delivery, business transformation, strategic planning and customer service, preferably within a public sector or complex organization. A background in one or more of the following would be an asset: contract development & management, municipal emergency planning, enterprise systems development, performance management, workforce development,
facilities management, and/or audit and process controls development.
Extensive experience as a transformational leader overseeing complex projects, strategic and operational reviews and organizational change initiatives within a large public or private sector organization.
Demonstrated success in leading process improvement, business re-engineering and the implementation of effective business strategies and systems.
Proven ability with extensive experience to lead, motivate, and inspire diverse, multi-functional teams with a strong commitment to organizational values of equity, diversity, inclusion and reconciliation.
Skilled in fostering an innovative, high-performing and service-oriented workplace culture.
Considerable financial and business acumen, with experience in budget and operational planning, and the ability to implement management tools and processes that drive efficient and accountable service delivery of all operations.
Strong record of effective decision-making, accountability and results-oriented leadership, supported by experience in driving innovation, continuous improvement and organizational excellence.
Excellent political acuity, with demonstrated experience operating in complex political environments and engaging in political liaison.
Exceptional communication and interpersonal skills, with a proven ability to build collaborative relationships across large, diverse, and multidisciplinary environments.
Adept at engaging stakeholders at all levelsincluding senior leadership, elected officials, client divisions, external agencies, and other government bodies with the capacity to negotiate, resolve conflicts, and lead complex problem-solving initiatives.
Thorough knowledge of relevant government legislation related to municipal governance, budgeting, financial reporting, service delivery, employee and labour relations, and occupational health and safety.
