Reporting to the Executive Director, the incumbent is responsible for strategic planning, annual work planning, policy direction, management, administration,and delivery of TH Government education programs and Citizen training supports.The incumbent oversees the Department’s core program areas, including early learning and childcare through Tr’inke Zho and Aboriginal Head Start, Kindergarten to Grade 12 student supports,cultural programming at Robert Service SchoolandYukon University, post-secondary education, pre-employment training and individual employment-readiness supports for TH Citizens.The incumbent leadstheTHGovernment’seducation-related intergovernmental work, including negotiations andtheimplementationof initiatives, policies and protocolsrelated tothe implementation ofsection 17.7 of the Self-Government Agreement (SGA) and the 17.7 Co-Governing Agreement. The incumbent serves as the TH Government’s representative on theEducation Oversight Committee

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:

- Post-secondary degree (preferably a masters degree) in education, child and youth development, Indigenous governance, public administration or a related field, along with 3–5 years of experience working in the design,



development and administration of education and lifelong learning programs and services; an equivalent combination of education, knowledge, skills and experience may be considered.
- Experience developing and implementing strategic plans, annual workplansand budgets.
- Experience withfinancial management, including budgeting, variancereportingand funding agreement administration.
- Experience conducting negotiations.
- Experience in personnel administration, performance management,coachingand leading the development of interdisciplinary teams.
- General knowledge of the TH Final Agreement (including Chapter 24), TH Self-GovernmentAgreementand TH Constitution.
- Knowledge of social issuesimpactingFirst Nations learners as they relate to health,education and the Yukon education system.
- Knowledge of Indigenous pedagogy, curriculum development, culturally inclusive teachingpractices and traditional learning approaches.

Assets:

- Proficiency in Microsoft 365 (Word, Excel, Outlook, PowerPoint, SharePoint) and moderating videoconference meetings.
- Knowledge of TH culture, traditions, history, demographics, family structuresand socio-economic dynamics is an asset.
- Knowledge of the history of colonialism and Residential Schools, including the intergenerational impact on individuals, families,childrenand communities.
- Familiarity with federal and Government of Yukon legislation, regulations, policies and procedures as they relate to education, childcare, employment,trainingand language.

- Class 5 driver’s license with a clear driver’s abstract (willingness to obtain Class 4).
