Job Description On behalf of our public sector client, Affinity is seeking a Project Manager to lead the migration of an existing business-critical application from an on-premises environment to a Software-as-a-Service (SaaS) platform. The successful candidate will work closely with business stakeholders, IT teams, vendors, and implementation partners to deliver the migration while ensuring business continuity, user adoption, and long-term operational support.

Job Description On behalf of our public sector client, Affinity is seeking a Project Manager to lead the migration of an existing business-critical application from an on-premises workplace to a Software-as-a-Service (SaaS) platform. The successful candidate will work closely with business stakeholders, IT teams, vendors, and implementation partners to deliver the migration while ensuring business continuity, user adoption, and long-term operational support.

Responsibilities

Develop and execute a comprehensive project plan for the migration of an existing enterprise application to a SaaS platform, ensuring alignment with business objectives, IT strategy, and security policies.

Define project scope, timelines, milestones, deliverables, budgets, and resource requirements.

Manage project risks, issues, assumptions, dependencies, and mitigation strategies.

Monitor project performance and proactively manage schedule, budget, and scope.

Establish project governance, reporting frameworks, and decision-making processes.

Develop post-implementation support and operational transition plans.

Stakeholder & Vendor Management

Serve as the primary liaison between business stakeholders, IT teams, SaaS vendors, implementation partners, and third-party service providers.

Facilitate workshops, steering committees, and stakeholder meetings.

Coordinate vendor activities and monitor vendor performance against contractual commitments.

Lead organizational change management activities, including communications,



training, and user adoption planning.

Support business readiness and transition planning activities.

Migration & Technical Oversight

Oversee migration planning, including environment readiness, data migration, testing, cutover, and stabilization activities.

Coordinate integration planning and implementation efforts involving both cloud and on-premises systems.

Assess existing customizations, workflows, reports, and interfaces to determine redesign, replacement, or retirement strategies.

Work with technical teams to validate integration approaches, API compatibility, and solution architecture.

Ensure security, privacy, compliance, and governance requirements are incorporated into project planning and execution.

Oversee system, integration, and user acceptance testing activities.

Support production deployment, go-live readiness assessments, and post-implementation stabilization.

Qualifications

Minimum seven (7) years of experience managing enterprise technology projects.

Demonstrated experience delivering SaaS implementation, cloud transformation, ERP modernization, or enterprise application migration initiatives.

Experience managing multiple stakeholders across business and technology organizations.

Strong understanding of SaaS platforms, cloud-delivered applications, and enterprise solution delivery.

Experience overseeing data migration, systems integration, testing, deployment, and operational transition activities.

Experience managing implementation vendors and third-party consulting organizations.

Knowledge of project governance,



budgeting, resource planning, procurement, and contract management.

Familiarity with enterprise integration technologies, APIs, cloud services, and modern application architectures.

Experience operating within a structured PMO environment and applying project governance best practices.

Experience using Agile, Waterfall, or Hybrid project delivery methodologies.

Excellent leadership, communication, facilitation, and stakeholder management skills.

Experience within public sector, municipal government, utilities, or large enterprise organizations is considered an asset.

Maintain confidentiality and professionalism while handling sensitive information.
