The Environmental Project Management
Specialist – Habitat Offsetting is responsible for providing project
management, consultation advice, and technical expertise on habitat enhancement
projects for offsetting and mitigating effects from infrastructure projects.

This role involves leading habitat offsetting projects through concept
development, design, permitting, construction, and post-construction phases.

Working closely with specialist consultants, this
key role leads the consultation and engagement with various internal and
external stakeholders including regulatory agencies and First Nations groups to ensure successful
outcomes.
**What you do:**
As a key member of the Project Team, working together with
the VFPA team and the consultant team, this position provides technical
expertise and consultation advice for assigned projects.

Act as
day-to-day lead on environmental aspects of assigned projects ensuring
VFPA expectations and interests are continually met.

Act as day-to-dayliaison between the Project Team and VFPA.

Solicit expert advice ontechnical issues and provide regular progress updates and communicateemerging issues.

Collaboratewith Project Teams to determine the best approach and activities necessary forexecuting specific projects.

Ensure the approach is documented and followed.

Prepare project status updates and presentations, as required.

Coordinate andparticipate in post project reviews and document process improvementrecommendations.

Participatein the development of terms of reference for studies and prepare, as required,requests for proposal for selection of specialist consultants to support theassigned project.

Workwith specialist consultants in the preparation of project planningdocumentation including scope, schedule, budget, communication, changemanagement and stakeholder engagement, and risks.

Work with the specialistconsulting team and contribute to the monitoring of the scope of work.





Monitorplan implementation and evaluate progress of specialist consultants anddeliverables
Criticallyreview and evaluate consultant deliverables in line with agreed budget andobjectives of the task in hand.

ProvideVFPA representation at Project Team meetings and meetings with regulatoryagencies, community, First Nations groups and other stakeholders, where tactand diplomacy will be required to facilitate competing priorities to ensureVFPA interests are met
Lead consultation and engagementwith First Nations groups, regulatory agencies, and other stakeholders.

Lead habitat offsettingprojects throughconcept development, design, permitting, construction, and post-constructionphases.

Oversee technical studies and designdevelopment of habitat offsetting projects by specialist consultants, includingconsultation and engagement with First Nations groups and agencies.

Develop permit applications and obtain permitsand approvals for habitat offsetting projects, including Fisheries Act

Authorizations and PER permits.

Support securing land tenure agreements asneeded
Plan for procurement ofcontractor and materials to support delivery of habitat offsetting projects.

Plan for effectivenessmonitoring of constructed habitat projects within an adaptive managementframework.

Carry out general office responsibilities asmay be required, including research, reports, presentations and contractadministration of consultants.

Participate in internal and externalcommittees.

Perform other assigned duties as required.
**What you bring:**
Bachelor of Science or another acceptable university degree,coupled with a minimum of five (5) years of environmental project managementexperience on large capital infrastructure projects, preferably related tohabitat enhancement.

Experience in design and implementation of habitat offsettingprojects and familiarity with bothfederal and provincial environmental regulations and jurisdiction would be anasset.

Particularexperience working on Fisheries Act Authorization applications would be anadvantage.

Experiencewith collaboration and consultation with First Nations groups and working underthe requirements of federal policy, such as Fisheries and Oceans Canada (DFO)would be an asset.

Experiencein working with multi-discipline engineering and science teams and/or PMPcertification would be highly desirable.





Thisposition requires excellent interpersonal skills including the ability toliaise effectively and positively with all contacts, internally and externally.

Must possessexcellent communication skills that demonstrate superior written and oralabilities to interface with diverse stakeholders and contacts.

Demonstratedbudget management, analytical and problem-solving skills, along with strongteam building and conflict resolution skills are required.

Must possessexcellent computer skills with the ability to work independently, accuratelyand on own initiative to maintain work output
Must be ahighly organized, detailed individual who canleading habitat offsetting projects through concept development, design,permitting, construction, post-construction phases, and manage competing priorities.

**Working environment:**
Normal
