The Manager, RBT2
Program Controls is accountable for establishing, leading, and maintaining
best-in-class program controls framework across RBT2 (Roberts Bank Terminal 2),
a multi-billion-dollar multi-project program.

The role ensures disciplined and
integrated cost control, forecasting, schedule integration, risk, contingency
and opportunity management, change control, and performance reporting across
all workstreams.

The RBT2 team have
established an environment where there is a focus on delivering at pace, being

Working within a matrix
organization, the position partners closely with program directors, project
managers, and workstream leads to ensure consistent, transparent, and auditable
information that support informed decision-making and a “no surprises” operating
culture through the program lifecycle.
**What you do:**
Own the integrated programcapital and operating cost estimates, ensuring the overall program estimate is cohesive,complete, with clear assumptions and reflects a balanced program forecast.

Partner withembedded Project Controls leads and provide direct support for other areas of theprogram where there is not an embedded Project Controls lead to ensure a consistentapproach and a sound consolidated estimate.

Develop and maintain the program Work Breakdown

Structure (WBS) and Cost Breakdown Structure (CBS).

Review, challenge and approve of cost inputs,including in comparison to prior estimates, benchmarking, etc.to supportreliable estimates.

Ensure alignment with scope, schedule, risk profile, andexecution strategy for program level inputs and ensure no duplication or gapsin the consolidated roll up including estimates from project leads.

Establish and maintain controls to ensure timelyreceipt, validation and integration of estimate updates to maintain earlyvisibility of emerging trends and risks.

Establish and continuously improve program-widestandards, methodologies, and systems for cost estimating, forecasting,reporting, and analysis.





Manage resourcing plans to support workforce planningand cost estimating.

Lead an integrated, auditable change managementprocess, assessing impacts to cost, schedule, scope, risk, and reputation.

Accountable for the oversight and outcomes ofindependent third-party reviews to validate cost estimates and cost managementpractices.

Provide direction to workstream and project leads indeveloping scope and schedules that support program-level integration andcoordination.

Lead the development and maintenance of an integratedprogram schedule, enabling performance measurement against baseline.

Ensure cross-workstream interfaces and dependenciesare identified and managed, with conflicts resolved and opportunities toimprove efficiency captured.

Provide oversight of schedule reporting highlightingcritical path items, key risks and required actions.

Oversee schedule changes through a structured,auditable change control process.

Lead and support workstream and program-level riskidentification, assessment, and mitigation planning summarized in a comprehensive program risk register,including interface, integration, and systemic risks.

Implement industry best practices for contingencydevelopment, including quantitative risk assessment (QRA) processes, andescalation calculation.

Ensure cost estimates appropriately reflect riskexposure, escalation, and contingency strategies as the program evolves.

Provide leadership inputs to VFPA corporate riskmanagement processes.

Set program wide structure for cost and performancereviews of key contractors, suppliers, and consultants to ensurecost-effective, high-quality delivery.

Lead such reviews for works done at theprogram level.

Ensure spend authorization submissions and contractapproval documentation are explicit, complete and decision ready.

Partner with VFPA’s procurement and projectmanagers to support contract status tracking and change negotiations related toscope, rates and commercial risk.

Lead or participate in procurements to ensure aconsistent approach to cost and risk management
Oversee and be accountable for establishing standards,practices and controls for analysis, reporting and documentation of cost andschedule baselines and forecasts, including scenario and sensitivity analysis.

Ensure the analysis, reporting, and documentation ofcost estimates, monthly reporting and project performance, cost variance, andother key project lifecycle requirements are maintained to provide transparencyand explanations.

Directs the design, integration, and governance ofprogram controls methodologies across cost, schedule, risk,



and change,ensuring the validity, transparency, and defensibility of performancereporting, forecasts, and scenario analysis.
**What you bring:**
Bachelor’s degree in Business Administration, Engineering, or relateddiscipline, plus 5+ years of progressively senior experience in projectcontrols, estimating, cost management, or capital project delivery; or anequivalent combination of education and experience.

Experience delivering large capital infrastructure projects ($500M+),preferably in marine/port, transportation, energy, mining, or majorinfrastructure sectors.

Experience on collaborative contracts preferred.

Strong working knowledge of cost estimating, change management,contingency analysis, risk management tools, scheduling, and contractingstrategies for major infrastructure projects
Advanced proficiency in Microsoft Office applications.

Experience with

InEight and PrimaveraP6 is an asset.
