More than 100 years since its incorporation, Penticton continues to grow as a place to live, work, and play.For more information about life in Penticton, please visit visitpenticton.Com/.About the Opportunity The City of Penticton is looking for apermanent full‑time Electrical Engineerbased inPenticton, B.C.Reporting to the Manager of Energy & Environment, the Electrical Engineer provides professional engineering expertise to support the protected, reliable, and compliant planning, design, operation, and modernization of the City of Penticton’s electrical distribution system. This role focuses on engineering design, analysis, standards development, and technical oversight. The position plays a critical role in meeting EGBC Permit to Practice requirements, supporting electrification initiatives, and strengthening in‑house engineering capacity for distribution planning, SCADA, protection, microgrids, and advanced utility systems.The Energy & Environment Department encompasses both the City’s Electric Utility and the City’s Climate Action group. The electric utility manages all electric servicing from infrastructure and electrical distribution to metering, traffic signals, and street lighting. The distribution system is comprised of four substations (FortisBC owned and operated), 153 km of overhead primary circuits, 98 km of underground primary circuits, 2,400 distribution transformers, and supports over 21,000 customers.Key Responsibilities Distribution Engineering & System PlanningDesign, review, estimate, and seal electrical distribution system additions, upgrades, and conversions for overhead and underground infrastructure.Perform load flow, voltage drop, fault, arc flash, and protection coordination studies to support system reliability, safety, and capacity planning.Support long‑range distribution planning in response to electrification drivers such as increased building loads, electric vehicle charging, and densification.Engineering Standards, Specifications & ComplianceDevelop, maintain, and continuously improve engineering standards, technical specifications, drawings,
and design tools in alignment with industry best practices and applicable codes and standards.Ensure compliance with EGBC Permit to Practice requirements, including participation in peer review processes, quality management procedures, and professional practice documentation.Review and approve materials, equipment, and assemblies for use on the electrical distribution system, including evaluation of recent materials and proposal reviews.SCADA, Protection & Advanced SystemsConfigure, program, and maintain engineering aspects of SCADA, protection, and control systems, including relays, RTUs, and communication interfaces, to support safe and reliable system operation.Provide engineering oversight for advanced utility systems such as AMI, DERMS, and outage management platforms, ensuring data integrity and appropriate system use.Support protection philosophy development, relay settings, and system coordination in collaboration with operations staff.Microgrids, DERs, DSM, & Electrification InitiativesLead engineering analysis and implementation support for microgrids, Battery Energy Storage Systems, and Distributed Energy Resources, including operational strategies to manage peak demand and system constraints.Evaluate and implement Demand‑Side Management programs and other non‑wires alternatives to defer or optimize traditional infrastructure investments.GIS, Data & Technical AnalysisMaintain and enhance the electrical GIS model to ensure accurate asset data for design, analysis, and reporting purposes.Analyze system performance data and prepare technical reports, budget inputs, and recommendations to support capital planning and Council reporting.Technical Support & CollaborationProvide professional engineering support and subject matter expertise to field crews, technologists, inspectors, and other City departments, ensuring designs are constructible and safe.Collaborate with internal departments, consultants, and external agencies to deliver capital projects and technical initiatives effectively.Strategic Tools & Continuous ImprovementEvaluate, implement, and maintain specialized engineering software and tools (e.G., line design, system modeling, protection studies) to improve efficiency, accuracy, and internal capability.Contribute to continuous improvement initiatives that enhance system reliability, safety, resilience, and long‑term sustainability.Required Knowledge, Abilities & SkillsBachelor’s degree in electrical engineering from an accredited post‑secondary institution.Registration as a Skilled Engineer (P.Eng.) in good standing with Engineers and Geoscientists BC (EGBC), or eligibility for immediate registration.Minimum of five (5) years of progressively responsible experience in electrical distribution engineering, utility engineering, or a closely related field.Demonstrated experience in the planning, design, analysis, and review of electrical distribution systems, including overhead and underground infrastructure.Experience working within a regulated utility environment, municipal utility,
or comparable public‑sector organization is preferred.Valid Class 5 British Columbia Driver’s Licence.Required Education, Training & ExperienceStrong technical knowledge of electrical distribution systems, including feeders, transformers, protection schemes, grounding, and system reliability principles.Working knowledge of applicable codes, standards, and regulations, including the Canadian Electrical Code, WorkSafeBC requirements, EGBC professional practice guidelines, and relevant CSA and IEEE standards.Proficiency in electrical engineering analysis tools and software for load flow, fault analysis, protection coordination, arc flash studies, and line design.Knowledge of SCADA, protection and control systems, and utility communications as they relate to distribution system operation and monitoring.Familiarity with distributed energy resources, electrification impacts, microgrids, battery energy storage systems, and non‑wires alternatives.Experience with GIS‑based asset data, technical databases, and the use of system data to support planning, reporting, and decision‑making.Ability to prepare clear, concise technical reports, engineering drawings, specifications, and recommendations for both technical and non‑technical audiences.Strong analytical, problem‑solving, and decision‑making skills, with the ability to manage multiple priorities and complex technical issues.Effective communication and interpersonal skills, with the ability to collaborate with operations staff, consultants, regulators, and other City departments.High level of professional judgment, accountability, and commitment to safety, quality, and continuous improvement.About the Benefits Compensation based on skills and experience is anhourly rate of $57.30 - $63.86 (Pay Grade 18, 35 hours per week, CUPE), along with a host of excellent benefits including:Extended health, dental, and vision coverageRelocation assistance3 weeks of vacation starting on day one2 weeks of paid sick leave annuallyMunicipal pension plan$2,000 in annual mental health benefitsUp to $200 in annual fitness rebatesFree community recreation pass (swimming, fitness, etc.)Support for professional development, including yearly conference budgetFree on‑site parkingDraws for tickets to local concerts, hockey games, and employee appreciation eventsWellness initiatives and team‑building activitiesA picturesque waterfront location with access to world‑class outdoor recreation and a progressive, community‑oriented work cultureAt the City of Penticton, we recognize that great talent and great ideas come from a variety of backgrounds.
