Senior Product Manager, Statutory ProductsAbout the Role The Senior Product Manager, Statutory Products is responsible for the strategy, delivery, compliance, and continuous improvement of Teranet Manitoba’s statutory registry products. The role acts as a strategic integrator between business operations, technology, government stakeholders, statutory clients, and internal partners to guide product evolution and ensure measurable value for clients, government, and the organization.You will own the statutory product roadmap, lead product and project initiatives, ensure operational and policy alignment, engage directly with government and statutory clients, and oversee structured change management and continuous improvement activities. The role requires strong leadership, product expertise, and the ability to guide cross-functional teams through complex regulatory, operational, and technology environments. The role also requires financial accountability for cost allocation and product profitability.What You’ll Be Doing Lead statutory product strategy and roadmap developmentDevelop and articulate the vision and strategy for statutory registry products, aligning with government priorities, legislative requirements, customer needs, and operational realities.Conduct market analysis and stakeholder research to inform product improvements and modernization priorities.Integrate operational needs, continuous improvement opportunities, and policy-driven enhancements into product planning.Employ SAFe, Agile, Design Thinking, and Lean practices where appropriate.Manage product lifecycle and cross-functional deliveryLead end-to-end product development from concept to launch.Define product requirements and collaborate with engineering and IT for solution design and delivery.Oversee execution across analysis, requirements, testing,



training, and rollout readiness.Track milestones, risks, and dependencies; elevate when necessary.Lead structured change management and adoptionDesign and execute change management plans for product updates, policy changes, and system enhancements.Partner with Communications, Training, Operations, and Statutory Services to ensure awareness, engagement, and adoption.Communicate clear rationale and impacts of changes to government, clients, and internal stakeholders.Ensure changes improve client experience, compliance, or operational efficiency.Stakeholder, client, and government engagementBuild and maintain solid relationships with government agencies, statutory clients, and internal teams.Act as primary point of contact for statutory product inquiries, updates, and compliance matters.Conduct consultations, gather client feedback, validate enhancements, and represent product updates.Partner with Communications, Statutory Services, Organizational Development, and Marketing for externally facing communication, training, and consultation.Financial performance, forecasting, and business planningManage product budgets, cost allocation, and profitability.Work with Finance to forecast costs, evaluate investment opportunities, and support business case development.Monitor and report financial performance and identify efficiency opportunities.Incorporate financial impacts from roadmap items, CI initiatives,



and change programs.About YouBachelor’s Degree or Equivalent Work Experience5+ years of experience in Product Management in government, statutory or complex enterprise environmentsStrong understanding of regulatory frameworks and government operationsExperience with statutory registry systems is considered an assetExperience in gathering requirements, solution design, and data-informed decision makingExperience in financial management, cost allocation and business case developmentProduct and Change Management Certification preferredExperience in Project Delivery, Stakeholder Engagement and LeadershipLet’s Talk Pay We believe in being upfront about pay and helping you make informed decisions about your career.
