Reporting to the Manager of Enterprise HR Applications, the Office of the Chief Information Officer (OCIO) is seeking an Enterprise Resource Planning (ERP)-HR Senior Systems Analyst to support and enhance the Government of Newfoundland and Labrador’s Oracle PeopleSoft Human Capital Management (HCM) platform.

This enterprise system delivers critical human resources services and payroll to departments and agencies across government, supporting thousands of public service employees. The successful candidate will provide senior‑level technical expertise in PeopleSoft development, integration, and system support while also contributing to the OCIO’s cloud‑first strategy and the long‑term modernization of the enterprise HR platform, including preparation for the transition to Oracle Fusion Cloud HCM.

The ideal candidate thrives in a fast‑paced setting and brings excellent problem‑solving skills with an interest in modern enterprise ERP technologies and cloud platforms. The successful candidate will work with a collaborative enterprise team and have the opportunity to contribute to major system upgrades, cloud adoption initiatives, and the modernization of government HR technology.

Key responsibilities include:

Provide senior‑level technical support and development for the PeopleSoft HCM environment, including system upgrades, enhancements, and customization retrofits;

Lead and participate in PeopleSoft upgrade initiatives, including impact analysis, retrofitting customizations, coordinating testing activities, and supporting deployment;

Perform systems analysis, patching, solution design, and day‑to‑day production support to ensure system availability, performance, integrity, and security;





Design and develop PeopleSoft HCM technical solutions using PeopleCode, Application Designer, Integration Broker, Component Interface/Application Engine/Fluid User Interface;

Support enterprise integrations between PeopleSoft and other government systems and external services;

Collaborate with business stakeholders, functional analysts, and OCIO technical teams to design and implement system enhancements and integrations;

Troubleshoot and resolve complex technical issues to ensure optimal PeopleSoft HCM performance, reliability, and responsiveness;

Develop technical specifications and solution designs aligned with enterprise architecture, security, and accessibility standards;

Design and execute software testing activities including unit, functional, integration, automation, and performance testing;

Participate in change management, peer review, and quality assurance processes to ensure high‑quality system delivery;

Contribute to the modernization of government HR systems, including preparation for the transition from PeopleSoft to Oracle Fusion Cloud HCM;

Support the adoption of cloud‑based HR technologies and enterprise best practice;

Provide coaching and mentorship to junior technical team members; and

Other related duties as required.

Screening Criteria





Completion of a diploma in Computer Science or Information Technology (equivalencies will be considered)

Significant experience supporting and developing in large‑scale enterprise ERP‑HR platforms (e.g., PeopleSoft 9.2, SAP Success Factors, Workday, Microsoft Dynamics 365 Human Resources, etc.)

Experience with database technologies, such as Oracle or SQL Server

Experience supporting or enhancing PeopleSoft 9.2 applications, including experience with PeopleTools, PeopleCode, App Designer Component Interface/Application Engine/Fluid User Interface (asset)

Experience with Oracle Fusion Cloud HCM implementation, migration, or support (asset)

Assessment Criteria

Applied knowledge in enterprise software development technologies

Knowledge of software development methodologies and industry best practices

Knowledge of relational databases technologies, such as Oracle or SQL Server

Knowledge of ERP Cloud platforms or ERP cloud migration initiatives (asset)

Analytical and problem‑solving skills

Ability to effectively exchange information

Ability to work independently and manage multiple priorities

Ability to coach and mentor others

Ability to collaborate as part of a team environment

Commitment to client‑focused service delivery and effective stakeholder engagement
